Summary Of Responsibilities
The Contract/Program Manager will serve as the primary point of contact for the performance of all work under the DHA Office of Small Business Programs (OSBP) Support Services contract. This individual will have full authority to act for the company on all contract matters related to daily operations and will be responsible for ensuring all PWS tasks are completed successfully, on time, and within budget. The Program Manager will lead a team providing business execution, strategic communication, and program support to the DHA OSBP mission.

Essential Duties and Responsibilities:The Contract/Program Manager will:
- Serve as the primary liaison with the government Contracting Officer's Representative (COR).
- Be responsible for the overall performance of the work and compliance with all contract requirements.
- Be in charge of successfully managing a team of direct reports across multiple functional areas as defined in the PWS, including business analysis, data analysis, strategic communication, and MentorProtégé program support.
- Be required to ensure the stability and continuity of the workforce through effective leadership and retention strategies.
- Be in charge of developing and implementing the Quality Control Plan (QCP) to proactively identify, prevent, and correct service deficiencies.
- Be in charge of overseeing the development of all contract deliverables, including Monthly Progress Reports, staffing plans, and analytical reports.
- Need to be available to the government Monday through Friday during core business hours (08001600 EST).
- A bachelor's degree in a business field.
- A minimum of five (5) years of experience successfully managing several direct reports and multiple functional areas.
- The work is for the Department of Defense at a government facility. All personnel will require a background investigation suitable for obtaining a Common Access Card (CAC) and accessing government IT systems.
- Project Management Professional (PMP) certification.
- Prior experience supporting a DoD or Federal Small Business Program office.
- Demonstrated experience with federal procurement, FAR, and DFARS.
- Experience managing contracts for the Defense Health Agency (DHA).
- Leadership & Team Management: Proven ability to lead, mentor, and retain highperforming teams across multiple functional areas.
- Program & Contract Oversight: Strong skills in managing contract performance, meeting PWS requirements, and serving as the primary liaison with government stakeholders.
- Communication & Coordination: Effective written and verbal communication with the ability to brief leadership and synthesize complex information.
- Analytical Skills: Experience guiding business analysis, data analysis, and development of contract deliverables.
- Quality Assurance: Ability to implement and manage a Quality Control Plan to ensure consistent service quality.
- Federal Acquisition Knowledge: Familiarity with FAR, DFARS, and federal procurement processes.
- Onsite support at a DoD government facility for the DHA OSBP mission.
- Standard schedule of MondayFriday, 08001600 EST, with availability required during core hours.
- Requires a background investigation sufficient for a Common Access Card (CAC).
