SUMMARY: The Facilities Manager is responsible for the day-to-day operation, maintenance, and safety of ESD 123 facilities, including oversight of front desk operations, building systems, and agency vehicles. This role is responsible for ensuring safe, functional, and efficient environments that support staff and public access, while leading preventative maintenance programs, managing budgets, and ensuring compliance with applicable regulations. The Facilities Manager serves as a key point of contact for facilities related needs and incidents, providing responsive support, including outside of regular business hours as needed. The typical work week is Mon-Fri 7:30am - 4:00pm with adjustments as needed.
ESSENTIAL FUNCTIONS:
- Manage building security and oversee a comprehensive preventative maintenance program, including inspecting buildings, grounds, and equipment for safety hazards and performing minor repairs to ensure safe, functional, and well maintained facilities.
- Perform general maintenance tasks including but not limited to replacing burnt-out light bulbs; refilling restroom supplies; tightening fixtures; performing minor plumbing and repair work; checking roof drains; maintaining irrigation systems; and supporting facility upkeep needs such as carpet cleaning and minor furniture maintenance.
- Oversee the maintenance and operation of building systems, including HVAC, to ensure efficient and reliable performance.
- Ensure compliance with local, state, and federal regulations related to health and safety, including implementing, and overseeing safety protocols, emergency response plans, and evacuation procedures.
- Lead and manage the ESD 123 safety committee, including conducting regular safety audits and coordinating staff training on emergency procedures and workplace safety practices.
- Oversee front desk operations and supervise reception staff at the main Pasco office, ensuring consistent coverage, uninterrupted public access during business hours, and timely, customer focused responses to visitors and inquiries in support of efficient ESD operations.
- Oversee ESD 123 vehicle safety and maintenance, ensuring timely routine and preventative maintenance, safe and compliant vehicle operations, and serving as the primary contact for vehicle related support and incident resolution.
- Manage and maintain the inventory and surplus processes for facilities that contribute to the overall organization's cost-effectiveness, sustainability goals, and operational efficiency.
- Serve as the primary point of contact for agency facilities and operations, responding to facility-related incidents, emergencies, and inquiries, including those occurring outside of regular business hours as needed.
- Prepare and manage the facilities budget, including but not limited to expenses for maintenance, repairs, improvements, and identifying cost savings opportunities.
- Travel off site for the purpose of performing tasks necessary to support ESD 123 owned or partnering district facilities.
- Oversee and manage the facility's durable supplies such as water fill stations, coffee service airpots and dispensers.
- Contact, schedule, coordinate, and supervise facility repairs with licensed contractors as required and/or deemed appropriate.
- Maintain safe exterior conditions, including removing landscape debris, snow, ice, etc. from walkways and applying de-icer as needed.
- Work occasional early mornings, late evenings, or weekends as requested, including reporting, and responding to emergency calls or after-hours alarms.
- Oversee facilities coordination at the ESD 123 main campus for all internal and external room usage, ensuring spaces are prepared and ready for daily operations.
- Collaborate with department heads, executives, school district personnel, and other stakeholders to understand and their facilities related needs.
- Maintain confidentiality and follow board policies and procedures.

QUALIFICATIONS:
- Associates degree required; Bachelors degree preferred.
- Two (2) or more years of related experience in facilities management, building maintenance, project management, or related field preferred.
- Experience supervising staff, including scheduling, directing work, and ensuring service expectations are met (preferred).
- Experience in a public-facing or customer service environment, preferably in facilities, operations, or front office management.
- Valid driver's license and ability to provide dependable transportation, with willingness to travel between sites.
- Ability and willingness to be accessible outside of regular work hours for facility-related needs and emergencies.
- WSP/ FBI background clearance required.
Requires the knowledge and ability to:
- Knowledge of building systems, including HVAC, plumbing, electrical, roofing, painting, and grounds maintenance, with the ability to assess facility needs and coordinate repairs and maintenance through appropriate vendors and contractors.
- Proficiency with tools, equipment, and techniques used in building repair and maintenance work.
- Ability to perform hands-on maintenance tasks and physically demanding work, including lifting heavy objects and standing, walking, and climbing for extended periods.
- Excellent communication and interpersonal skills, including the ability to effectively interact with staff, leadership, vendors, contractors, students, and the public.
- Strong customer service skills and the ability to maintain a professional, responsive, and welcoming environment in a public-facing setting.

- Ability to support and participate in safety programs, including emergency response planning and staff training.
- Ability to manage budgets, track expenses, and identify cost-saving opportunities.
- Ability to maintain inventory and surplus processes related to facilities operations.
- Ability to establish and maintain effective working relationships with co-workers, agency staff, school district personnel, vendors, and the public.
