SUMMARY OF POSITION FUNCTION: 

Directs, administers and monitors the Center’s financial and administrative operations, overseeing the following departments and/or functions: finance, accounting, purchasing, property, data integrity, facilities, logistics and maintenance, transportation, health and wellness, food service.

  • Provides strategic leadership, direction, training, and oversight to assigned departments and staff.
  • Serves as a trusted advisor to the Center Director and an active member of the Center’s senior leadership team.
  • May serve as Acting Center Director in the Center Director’s absence.
  • Oversees financial and administrative operations, including budgeting, cost controls, spending, and allocation of resources.
  • Leads internal audit activities and ensures operational readiness and compliance with ETR, DOL, Job Corps, and applicable federal requirements.
  • Oversees key support functions, including finance, purchasing, property, data integrity, facilities, maintenance, logistics, transportation, health and wellness, and food service.
  • Negotiates and manages vendor and partner relationships to support Center operations.
  • Analyzes operational and financial data and prepares reports, strategic plans, remediation plans, and recommendations for Center and Corporate leadership.
  • Provides oversight of purchasing and acquisition activities in accordance with established ETR and Job Corps policies and procedures.
  • Monitors staffing resources, including overtime and on-call utilization, to support operational needs while maintaining compliance with established policies.

SKILLS/COMPETENCIES:

  • Working knowledge of Federal Acquisition Regulations (FAR), governmental accounting, budgeting, and generally accepted accounting practices and principles.
  • Demonstrated experience overseeing administrative and operational support functions, including finance, purchasing, facilities, maintenance, property, logistics, health services, and food service.
  • Strong leadership and management skills with the ability to effectively lead, develop, and support teams across multiple functional areas.
  • Excellent written and verbal communication, interpersonal, organizational, and problem-solving skills.
  • Ability to effectively manage multiple priorities, competing demands, and operational challenges in a fast-paced environment.
  • Proven ability to establish and maintain effective working relationships with government agencies, community partners, contractors, vendors, and other key stakeholders.
  • Strong analytical skills with the ability to interpret financial and operational data, prepare comprehensive reports, and make sound recommendations.
  • Demonstrated ability to plan, organize, establish priorities, and coordinate activities across multiple departments.
  • Proficiency in Microsoft Office applications, including Word, Excel, Outlook, and other business-related technology.

EDUCATION REQUIREMENTS:

  • Bachelors Degree in Business Administration or related field.

EXPERIENCE:

  • Minimum of four years of progressively responsible experience in finance, administration, business operations, or a related field, including at least two years in a management or leadership capacity.

OTHER:

  • Must possess a valid driver’s license with an acceptable driving record.

PHYSICAL ACTIVITIES:

  • Sitting, standing, moving about or walking for occasional or frequent periods of time
  • Dexterity of hands and fingers to operate a computer keyboard and other office equipment
  • Kneeling, bending at the waist, stooping and reaching overhead
  • Retrieving and storing files and supplies; occasionally carrying and/or lifting light objects
