This position is located in the Office for Civil Rights (OCR) in Washington DC, Denver, CO, Seattle, WA, or Kansas City, MO. The Supervisory Equal Opportunity Specialist (Regional Director) is responsible for managing the civil rights compliance and enforcement program at a regional office for a geographic region composed of one or more states over which the regional office has jurisdiction that supports the mission of the Department and OCR's Strategic plan.

You may meet the minimum qualifications for the GS-15, if you possess the specialize experience.

Specialized Experience for the GS-15
One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience with federal or state civil rights law, administrative law, or other comparably complex bodies of statutory and regulatory law. 
2. Experience with analyzing highly complex legal theories and practices and advising entities on compliance with federal or state law. 
3. Experience with investigations, fact-finding, legal analysis, dispute resolution, conducting compliance determinations or enforcement.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1.    Knowledge of all civil rights laws, regulations and policies enforced by the agency.
2.    Knowledge of investigative, analytical, fact-finding, valuative, dispute resolution, mediation, negotiation and compliance techniques.
3.    Knowledge of management principles, techniques and methods in the areas of administration, personnel management supervision and budget.
4.    Skill in oral and written communications.

As a Supervisory Equal Opportunity Specialist (Regional Director), GS-0360-15, you will be responsible for:
•    Managing the regional office's enforcement program which ensures civil rights compliance by recipients of Federal funds through the conduct of complaint investigations, proactive compliance activities and technical assistance.  
•    Providing professional leadership and guidance to subordinate managers and staff in planning, developing and carrying out program objectives. Determining priorities, allocating resources, monitoring progress, and managing all aspects of the regional office's efforts to ensure that enforcement objectives are achieved regionally and nationally, as part of the senior management team of OCR. 
•    Emphasizing accountability, efficiency and effectiveness that sustains excellence, promotes collaboration, optimizes results in the region, and fosters innovation and continuous improvement. Providing leadership that continually contributes positively toward the achievement of meaningful results and the achievement of the Department's strategic goals. 
•    Providing subordinate managers and staff with advice and information on all aspects of program operations, such as Presidential initiatives, program priority issues,
interpretation of civil rights· law, policy development, major compliance actions, new compliance procedures, case processing procedures, regional productivity, quality,
customer service and management philosophy is a proven, highly effective leader and role model who builds trust and instills confidence in Department leadership, peers and employees.
