MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Administrative Specialist 1.
Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list may be considered for appointment. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer to Administrative Specialist 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
Section 70.1 Transfer to Administrative Specialist Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-11 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
Section 70.4 to Administrative Specialist Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Administrative Specialist Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-11 or above AND have standing on the Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list AND possess a bachelor’s degree.
Section 70.4 Transfer to Administrative Specialist 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Administrative Specialist 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-16 or above AND have standing on the Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list AND possess a bachelor’s degree.
Section 52.6 Transfer to Administrative Specialist 1: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-16 or above eligible to transfer under Section 52.6 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.
- Supervise the Administrative Unit;
- Advise OP managers, supervisors and staff on personnel matters in consultation with OHRM;
- Oversee document processing for OPD and Board of Regents;
- Oversee electronic processing/transacting of cases and run case and staff statistics;
- Coordinate meeting rooms and reservations and maintain calendar of events Serve as a liaison to other departments/divisions to address issues and concerns of supervisors and staff;
- Fiscal Management for the building, prosecutions division, investigations division, and administration
- Coordinate Building issues and equipment maintenance;
- Participate in a variety of projects and time-sensitive assignments by planning and implementing systems to ensure effective operation of the day-to-day administrative activities of the office;
- Make, evaluate and facilitate process improvement recommendations and track implementation; and
- Prepare detailed, written procedures, and train staff when changes are implemented.
This position may be filled as a traineeship. The starting salaries for this position are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.
- $ 46,529 (Trainee 1- NS equated to SG-13)
- $ 49,202 (Trainee 2- NS equated to SG-14)
- $ 61,270 (Full Performance level SG-18)
This position leads to a maximum salary of $77,912 based on annual performance advances and traineeship advances.
Based on this position’s location, in addition to the listed base salary, this position also receives a $3,026 Downstate Adjustment.
