BASIC REQUIREMENT:
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
- Leading strategic legislative or governmental affairs initiatives for a large, complex organization, including developing comprehensive engagement plans, managing critical stakeholder relationships, and influencing policy outcomes at a high level.
- Leading a team of professionals responsible for legislative analysis, policy advocacy, or intergovernmental relations, which includes assigning work, setting performance standards, evaluating effectiveness, and guiding staff development to meet organizational objectives.
- Developing and presenting high-level informational and advocacy materials (e.g., policy briefs, testimony, white papers) for senior leadership or external decision-makers in the energy or energy-adjacent sectors, specifically involving the synthesis of complex information and the clear articulation of organizational positions to achieve strategic goals.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Responsibilities:
As an Senior Advisor Congressional Affairs, you will:
- Lead and manage congressional affairs for the Office of Energy Dominance Financing (EDF), providing advice, materials, and support to EDF and Department of Energy (DOE) leadership. Oversee contractor support staff as relevant.
- Develop and implement strategies to address EDF's legislative and intergovernmental needs. Create informational materials to advance EDF and DOE goals.
- Coordinate across relevant stakeholders in DOE and EDF, including the DOE Office of Congressional and Intergovernmental Affairs (CI), regarding matters related to Congress, federal, state, and local government. Ensure appropriate communication of EDF priorities and projects with CI.
- Serve as a primary liaison between EDF and Congress, federal, state, and local government officials, ensuring effective communication and coordination on program-related matters. Develop and implements an organizational vision for engaging congressional and governmental stakeholders, aligning with EDF's program goals and priorities. Manage information exchange with Congress and relevant committees, including developing briefing materials, legislative correspondence, and responding to inquiries. Monitor and ensures compliance with legislative notification requirements, including Congressional reports and deal notifications.
- Analyze the federal, state, and local political environment to ascertain the full scope of potential legislative regulatory changes needed to accomplish organization objectives, as well as the potential impact of legislative and regulatory changes on EDF.
- Ensure that legislative products relevant to EDF are fully responsive to achieving mission needs, including responses to legislative proposals or draft legislation.
