This vacancy is for a Lead Grants Management Specialist in the Economic Development Administration within the Department of Commerce. This position is responsible for administering the full life cycle of a complex portfolio of grants and cooperative agreements.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-14 level:

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as experience:

  • Independently managing the full lifecycle of grants, cooperative agreements, or investments; AND
  • Overseeing complex, specialized grants, cooperative agreements, or investments, including substantive review and coordination; AND
  • Assessing projects for risk and compliance with federal regulations, guidance, policies, and procedures; AND
  • Negotiating with staff or community partners on development and management of grant agreements, including components, legal aspects, funding, and authorities; AND
  • Performing financial and administrative analyses or developing and recommending investment strategies.

Responsibilities:

As a Lead Grants Management Specialist, you will perform the following duties:
  • Facilitates preparation and administration of complex grants and agreements, including developing instruments, circulating requests for proposals, reviewing and analyzing responses, and recommending acceptance by higher authority.
  • Audits or reviews complex major grants, presents findings, and recommends corrective actions and policy or procedure improvements.
  • Reviews recipient requests for modifications to the agreement, coordinates and facilitates the requested revisions, and processes the applicable documentation for executing agreement modifications.
  • Performs comprehensive financial and administrative analyses to determine the allowability, allocability, and reasonableness of proposed costs. Reviews detailed budget information to ensure costs are accurate, fully supported, and aligned with the approved scope of work. Ensures compliance with federal regulations, cost principles, agency policies, and funding limitations prior to award recommendation.
  • Evaluates programmatic and financial reports to assess progress, expenditures, and performance against approved milestones. Identifies compliance risks or deficiencies, develops recommendations for corrective action, and prepares documentation to support management review and approval.
