Echelon Services is seeking a Contracts Specialist I to support cradle-to-grave federal contracts administration for DoD programs in San Diego. Working under the guidance of a senior contracts manager, you will assist with solicitation reviews, proposal compliance, contract and subcontract administration, file maintenance, and reporting. This is a hands-on role ideal for a detail-oriented self-starter who wants to grow in contracts while supporting high-impact missions.
Key Responsibilities
- Assist with reviewing RFPs and amendments for requirements, clauses, and risks; help develop compliance matrices and track Q&A.
- Draft, format, and route basic contractual documents (NDAs, teaming agreements, subcontracts, purchase orders, and correspondence) for review and approval.
- Support proposal efforts by preparing reps & certs, small-business and OCI forms, and assembling contract volumes and attachments.
- Maintain organized, audit-ready contract and subcontract files with clear version control and traceability.
- Track funding, period of performance, deliverables, and CDRLs; update logs, coordinate signatures, and monitor deadlines.
- Assist with contract and subcontract modifications for funding and administrative updates; prepare draft mod packages.
- Coordinate with program management, finance, and supply chain to gather inputs for reports and resolve routine issues.
- Generate routine reports and contract briefs; maintain trackers for actions, risks, and deliverables.
- Support closeout activities including data calls, property confirmations, and release-of-claims packages.
- Follow applicable FAR, DFARS, agency supplements, and company policies; escalate potential risks early.
Required Qualifications
- Active Top Secret with SCI clearance.
- Bachelor’s degree in Business, Contracts Management, Finance, Accounting, or a related field.
- Two (2) or more years of federal contracts or subcontracts support experience; internships or co-ops may count toward experience.
- Familiarity with FAR and DFARS and common contract types (FFP, T&M/LH, Cost-Reimbursement).
- Proficiency with Microsoft 365 (Word, Excel, PowerPoint, Teams, SharePoint); able to build clear trackers and professional documents.
- Strong attention to detail, organization, and follow through; ability to manage multiple tasks and deadlines.
- Clear written and verbal communication skills and a customer-service mindset.
- Experience supporting NAVWAR or NIWC Pacific programs or similar DoD customers.
- Exposure to subcontract administration, basic cost/price analysis, and flowdown management.
- Progress toward NCMA certification (CFCM/CCCM/CPCM) or DAWIA-related coursework.
- Base salary range: $100,000 to $120,000 annually, depending on experience, education, certifications.
