JOB The Sign and Marking Foreman provides supervision and direction to highway maintenance and construction crews for the county and state transportation system. This position coordinates project resources as needed throughout the year for signage and pavement marking. EXAMPLE OF DUTIES
  • Demonstrates motivational leadership to supervise and manage activities of staff; determines work procedures and schedules; develops methods for expediting workflow; reviews and approves timecards; trains and supervises laborers, truck drivers and equipment operators; promotes a safe work environment; evaluates employee performance; coaches, and counsels staff to achieve improved performance and productivity; recommends corrective disciplinary action as needed; identifies individual training needs in order to achieve greater departmental performance and productivity.
  • Coordinates and implements multiple projects as assigned by the Maintenance Supervisor(s) concurrently and effectively; ensures necessary personnel, equipment, and materials are aligned for project completion in a timely manner; prioritizes equipment needs; assures proper cost allocations; collaborates with material vendors for product delivery coordination; prepares and submits reports and other documents as required.
  • Oversees installment, removal, repair, and fabrication of permanent signs and messages, barricades, and traffic control devices in compliance with the Manual on Uniform Traffic Control Devices (MUTCD) and related state supplements and laws; ensures the safety of the traveling public on all state, county, and local roadways maintained by Eau Claire County; procures all signing and marking related materials; maintains accurate paper and electronic sign history records.
  • Illustrates efficient evaluation and data analysis abilities; conducts daytime and nighttime field sign inspections to ensure signs and pavement markings are placed and working properly; interprets results to determine if revisions are needed.
  • Determines proper traffic control layout; performs traffic control; develops traffic control plans in accordance with accepted standards; ensures maximum safety of projects for employees and the traveling public.
  • Monitors road conditions for repair and maintenance needs; identifies road hazards; relays information to Maintenance Supervisor; responds to changing weather conditions and emergencies requiring department maintenance; dispatches on-call personnel as needed.
  • Utilizes heavy equipment operation skills and routine maintenance knowledge to operate and preserve equipment used in maintaining roadways and roadsides for snow and ice control to ensure travel safety; prepares and inspects winter maintenance equipment; performs preventative maintenance on equipment; removes snow from roadways, shoulders, rights-of-ways, lots, and yards; applies sand, aggregate and/or anti-icing and de-icing chemicals; removes ice and frozen materials from culverts; cleans equipment after use.
  • Administers signing and marking projects with Wisconsin Department of Transportation (DOT).
  • Attends and participates in required training sessions, department meetings, and county meetings as required; provides information and reports as requested.
  • Performs other related duties as required or assigned
