SUMMARY
Under the direction of the Superintendent, the Assistant Superintendent for Instructional Services is a Cabinet-level administrator for Eaton RESA. This role leads the design and implementation of instructional and support systems across the Instructional Services Department while collaborating with constituent districts. The department brings together interconnected teams, including General Education, Early Childhood, Adult Education, School Wellness and Prevention Services, and Behavior and Mental Health Services, that collectively support learners from early childhood through adulthood.
This role advances cohesive, future-focused approaches to teaching, learning, and support that improve outcomes for learners. It emphasizes strengthening the connection between strategy and practice, promoting integrated approaches to academic, behavioral, and wellness needs, and ensuring coordination across teams and systems. In partnership with constituent districts, the Assistant Superintendent for Instructional Services leads efforts that foster innovative and sustainable practices, resulting in meaningful impact for learners and communities.
PRIMARY DUTIES AND RESPONSIBILITIES
- Lead the design, alignment, and implementation of instructional and support systems through Eaton RESA to support high-quality practices across districts.
- Prioritize and scale Equity-Based MTSS across the region, strengthening the integration of academic, behavioral, and wellness supports to improve learner outcomes.
- Translate strategic priorities into actionable plans with clear outcomes, timelines, and measures of success.
- Guide teams and initiatives toward a coordinated, whole-child approach to supporting learners.
- Ensure systems are in place to monitor implementation and outcomes, using data to inform decisions and adjust strategies as needed.
- Lead implementation of instructional frameworks and practices (e.g., UDL, 3P, and elements of Competency-Based Education) to strengthen teaching and learning across districts.
- Convene cross-team and cross-district leaders to address shared challenges, support collaborative problem-solving, and strengthen instructional and leadership practices across districts.
- Build and sustain strong partnerships with local districts, community organizations, and state agencies to expand reach and support shared goals.
- Serve as a regional leader and connector, fostering shared ownership and helping to shape regional direction across the service area.
- Represent Eaton RESA in regional and state-level initiatives and advocate for the needs and priorities of constituent districts.
- Lead the development and refinement of professional learning systems, including job-embedded learning, coaching, mentoring, and leadership development for educators and leaders.
- Strengthen and sustain the use of data, research, and evidence-based practices to inform planning, decision-making, implementation, and evaluation.
- Demonstrate adaptive leadership by balancing proactive planning with responsive decision-making to address emerging needs and strengthen outcomes.
- Align financial, human, and organizational resources to advance strategic priorities and maximize effectiveness across the organization and districts.
- Oversee the development and management of assigned budgets, ensuring responsible allocation and alignment with organizational goals.
- Provide oversight and coordination of state and federal grant initiatives, including application, implementation, fiscal management, and evaluation.
- Establish and maintain systems and processes that support efficient operations and high-quality service delivery.
- Support coordination of services across departments and systems to strengthen a connected, birth-through-adult continuum of support.
- Ensure alignment with Board policy, administrative guidelines, and applicable state and federal requirements.
- Serve as a resource to stakeholders regarding educational mandates, policies, and practices.
- Implement organizational procedures and compliance requirements while maintaining a focus on measurable results.
- Support district implementation of state requirements and legislation, including early literacy and dyslexia initiatives (PA 146).
- Maintain clarity and consistency across teams to support coordinated and effective implementation of services.
- Carry out additional responsibilities in support of organizational priorities.
QUALIFICATIONS
CERTIFICATES, LICENSES, REGISTRATIONS
Required:
- Michigan Administrator Certificate with a Central Office endorsement, or enrollment in a program leading to certification within six months of employment, with completion of certification requirements within three years.
Desired:
- Current Michigan Teaching Certificate.
EDUCATION, TRAINING & EXPERIENCE
Required:
- Master’s degree in curriculum, educational administration/supervision, educational leadership, or a related field.
- Three (3) or more years of experience in central office leadership roles or in positions involving core central office functions (e.g., curriculum, special education, human resources, or business services).
- Three (3) or more years of progressively responsible experience in PreK–12 education as an educator, consultant, instructional coach, and/or district, building, or program administrator.
- Three (3) or more years of experience supporting the facilitation and implementation of Multi-Tiered Systems of Support (MTSS) at the ISD/RESA and/or district level.
Desired:
- Three (3) or more years of experience in early childhood education.
KNOWLEDGE, SKILLS & ABILITIES
- Knowledge of state and federal mandates impacting general education, special education, early childhood, prevention services, behavior/mental health, and related instructional areas.
- Knowledge of organizational change, implementation and improvement science, Multi-Tiered Systems of Support (MTSS), and evidence-based instructional practices.
- Skill in leadership practices including coaching, supervision, problem-solving, and resource management.
- Ability to lead collaborative, cross-functional work and build shared ownership across teams and stakeholders.
