Eastsound Water Users Association (EWUA) is a nonprofit water utility located on beautiful Orcas Island in Washington State. We provide safe, reliable, and sustainable drinking water to our members while protecting the island’s critical water resources. EWUA is committed to regulatory compliance, environmental stewardship, and operational excellence.

EWUA is currently seeking an experienced and qualified contract Water Treatment Plant Operator (WTPO Level 1 or Level 2) to support system operations, regulatory compliance, and safe drinking water delivery.

Position Summary

The Contract Water Operator is responsible for the operation, monitoring, maintenance, and regulatory compliance of EWUA’s water treatment and distribution systems. This position works independently and collaboratively with EWUA staff and leadership to ensure compliance with Washington State Department of Health (DOH), EPA, and other applicable regulations.

This role may be filled by either a WTPO Level 1 or WTPO Level 2, with scope of responsibility adjusted based on certification level, experience, and system needs.

Key ResponsibilitiesOperations & Treatment

  • Operate, monitor, and adjust water treatment processes to ensure compliance with all drinking water quality standards.
  • Perform daily system checks, operational rounds, and process adjustments as required.
  • Operate and maintain treatment equipment including pumps, motors, valves, chemical feed systems, storage tanks, and monitoring instrumentation.
  • Conduct start-up, shutdown, and troubleshooting of treatment processes and related equipment.

Water Quality & Compliance

  • Collect water samples and perform or coordinate required laboratory testing in accordance with DOH and EPA requirements.
  • Review, interpret, and respond to water quality data and laboratory results.
  • Ensure compliance with Safe Drinking Water Act requirements, including disinfection, turbidity, chemical handling, and monitoring schedules.
  • Assist with or complete required regulatory reporting, including monthly operating reports, sampling documentation, and compliance records.
  • Support sanitary surveys, inspections, and regulatory audits.

Maintenance & Asset Care

  • Conduct routine inspections and preventive maintenance of treatment and distribution system assets.
  • Identify equipment issues and coordinate or perform corrective maintenance and minor repairs.
  • Maintain accurate maintenance, operational, and compliance records.

Emergency Response & On-Call Duties

  • Participate in on-call rotation and respond to after-hours alarms, emergencies, and service disruptions as required.
  • Assist with emergency repairs, system outages, water quality incidents, and contingency operations.
  • Support implementation of EWUA’s Emergency Response Plan and safety protocols.

Safety & Training

  • Comply with all EWUA safety policies, OSHA requirements, and chemical handling standards.
  • Maintain required safety certifications and participate in ongoing training and continuing education.
  • Promote a culture of safety, professionalism, and regulatory compliance.

QualificationsRequired

  • Valid Washington State WTPO certification at Level 1 or Level 2 (or ability to maintain certification in good standing).
  • High school diploma or equivalent.
  • Minimum 1–2 years of experience in water treatment, distribution, or related utility operations (more experience expected for Level 2).
  • Valid Washington State driver’s license with acceptable driving record.
  • Ability to work independently, manage time effectively, and respond to emergencies.
  • Basic computer skills, including use of email, spreadsheets, and electronic reporting systems.
  • Ability to lift equipment, work outdoors in all weather conditions, and perform physical tasks associated with water system operations.

Preferred / Additional Qualifications

  • Experience working in small or rural water systems.
  • Familiarity with Washington State Department of Health regulations and reporting requirements.
  • Experience with SCADA systems, telemetry, or automated treatment controls.
  • Strong documentation, communication, and problem-solving skills.
  • Knowledge of distribution system operations, cross-connection control, and chlorine disinfection systems.

Contract Details

  • Contract position; scope, hours, and compensation negotiable based on certification level, experience, and availability.
  • Flexible scheduling with required on-island presence for operational shifts, 24-hour plant duty, and emergency response.
  • Local or regional candidates preferred; relocation support considered.
  • Company-owned employee housing may be available, subject to availability and contract terms.
  • Contractor is expected to maintain all required licenses, certifications, and insurance as applicable.
