General Summary

Oversees the administration, coordination, and compliance of externally funded training and workforce programs. This role bridges financial, regulatory, and operational responsibilities - ensuring that grants, courses, and instructors are managed in alignment with requirements, university policies, and program goals.

Principal Duties and Responsibilities

Post-Award Grants Management:

  • Serve as the primary administrative contact for awarded grants and contracts within the department.
  • Review award terms and establish compliant budgets, cost centers, and reporting requirements.
  • Track expenditures, reconcile accounts, and ensure alignment with federal, state, and institutional policies.
  • Prepare and submit required financial and programmatic reports to sponsors.
  • Coordinate no-cost extensions, budget modifications, and sub-award monitoring when applicable.
  • Maintain complete and auditable documentation for each funded project.
  • Support compliance with Uniform Guidance, EMU, and sponsor regulations.

Instructor & Course Operations

  • Develop, maintain, and communicate the master instructor teaching schedule.
  • Coordinate course assignments, instructor contracts, and pay requests.
  • Oversee course setup, registration tracking, and compliance with accrediting or regulatory agencies (e.g., OSHA, CEU, SHRM, state licensure).
  • Ensure course rosters, evaluations, and completion records are accurate and submitted on time.
  • Partner with instructors and staff to ensure classrooms, materials, and technology are prepared for each session.
  • Identify scheduling conflicts, enrollment issues, and instructor availability challenges and resolve proactively.
  • Work with Great Lakes OSHA Training Institute Education Center to conduct courses in accordance with the GLOTIEC Non-Financial Cooperative Agreement, the OTIEC requirements and procedures manual, and other OSHA.

Compliance, Reporting, and Communication

  • Monitor program compliance with grant terms, University policy, and sponsor requirements.
  • Develop and implement procedures that ensure operational and fiscal integrity.
  • Collect, analyze, and report data on enrollment, grant outcomes, and program performance metrics.
  • Communicate effectively with instructors, students, and administrative offices to support smooth program delivery.
  • Provide customer service to internal and external partners, addressing questions about registration, billing, and program logistics.

Administrative & Team Support

  • Assist with the development of new processes and tools to streamline scheduling, registration, and compliance tracking.
  • Support the Director and senior leadership in strategic planning, budgeting, and data-driven decision-making.
  • Train and guide staff on post-award, registration, and documentation procedures.
  • Participate in meetings with sponsors, auditors, and University departments as needed.

Minimum Qualifications:

A bachelor’s degree in business, accounting, education administration, or a related field is required.

A minimum of three years of experience in grant management, sponsored research administration, and/or program coordination is required.

Knowledge of post-award processes, budget management, and sponsor regulations (federal and state) is required.

Strong attention to detail, organization, and follow-through are required.

Excellent communication and problem-solving skills are required.

Experience in higher education or continuing education administration is required.

Familiarity with federal regulations and university accounting systems is required.

Experience with course management systems, registration platforms, and scheduling software is required.

Ability to interpret grant agreements and ensure compliance in a fast-paced academic environment is required.
