What are the responsibilities and job description for the Housing Choice Voucher (HVC) VASH/Portability Specialist position at Eastern Carolina Human Services Agency, Inc.?
Under the general supervision of the Housing Director, the Housing Choice Voucher (HCV) VASH/Portability Specialist, is responsible for the case management of HCV Portability, VASH, and other special programs participants that may be allocated by HUD. The incumbent maintains a caseload and is responsible for the administrative functions associated with the participants’ eligibility and continued assistance in such programs, which may vary according to program regulations.
Requires graduation from an accredited college or university with a Bachelor’s Degree in psychology, sociology, social services, human services, education or related field and one year of full-time paid experience in human services involving direct services to clientele. An equivalent combination of training and experience may be considered.

Desirable Knowledge, Skills, & Abilities
- Knowledge of the methods, policies and procedures of the Housing Authority pertaining to the specific duties of the VASH Program and Portability,
- knowledge of the principles, practices, and techniques of program planning and evaluation.
- Knowledge of federal, state and local housing regulations.
- Knowledge of community agencies, facilities, and services which can be utilized to aid residents.
