POSITION SUMMARY:

This is a highly responsible planning and code enforcement position involving the administration, interpretation and enforcement of the zoning ordinance, property maintenance code and other related codes, the review and processing of a variety of permits, the administration of the Zoning Hearing Board, and providing assistance with special zoning, planning, and code projects.

Primary duties include reviewing zoning and building permits and subdivision/land development applications, zoning ordinance and property maintenance code enforcement, conducting inspections and investigations, and assisting the public and others on zoning and code-related matters, and handling the administration of applications to the Zoning Hearing Board. This position also has the responsibility for making very difficult code enforcement decisions. Additional duties include assistance with the preparation of zoning ordinance amendments and special planning projects.

SUPERVISION RECEIVED:

Works under the direction of the Codes Department Operations Manager.

ESSENTIAL FUNCTIONS:

  • Serves as staff liaison to the Zoning Hearing Board. Reviews applications for building permits, use & occupancy permits, sign permits, erosion and sedimentation control/grading permits, and zoning permits for compliance with the Zoning Ordinance. Coordinates with the Zoning Hearing Board Solicitor to prepare and distribute Zoning Hearing Board agendas and materials; attends Zoning Hearing Board and conducts research on behalf of this Board.
  • Communicates with residents, contractors, businesses, architects, attorneys, builders, developers, real estate agents, engineers and other professionals to discuss and review proposed development and permit applications for compliance with the zoning ordinance.
  • Administers the implementation and enforcement of the Zoning Ordinance, Property Maintenance Code, and other related ordinances and regulations. Conducts site inspections and investigations. Issues notices of violations, citations and represents the Township in proceedings in District Court and Common Pleas Court when necessary.
  • Prepares amendments to the Zoning Ordinance and assists with special zoning and planning projects for the Township.
  • Provides technical information and assistance to the Board of Supervisors, Planning Commission, Zoning Hearing Board, other government agencies, property owners, developers, staff and the public on matters relating to zoning and development.
  • Reviews complaints and violations of the Zoning Ordinance, Property Maintenance Code, and other related ordinances and codes with staff and solicitor as necessary to determine appropriate action.
  • Receives, responds to, and investigates complaints relating to zoning ordinance and property maintenance code violations from Township residents.
  • Performs other related zoning, code enforcement, and planning work as required; including clerical work on an as needed basis.

QUALIFICATIONS:

  • A high school diploma, or the equivalent, plus a minimum of one to two years’ experience in the enforcement and administration of zoning regulations, property maintenance code, or similar municipal regulatory codes.
  • Some college courses relating to zoning and urban planning preferred.
  • Thorough knowledge of Township and state codes related to zoning, land use, and other related codes.
  • Considerable knowledge of the principles and practices of public administration as applied to a zoning, planning or building regulations department.
  • Ability to read and interpret zoning, property maintenance, land development, and related regulations as well as related plans.
  • Considerable ability to communicate effectively orally and in writing.
  • Knowledge and ability to use Microsoft Office software such as Word, Excel and Outlook for word processing, spreadsheet and electronic mail functions.
  • Considerable ability to enforce regulations impartially with finesse and tact.
  • Considerable ability to establish and maintain effective working relationships with co-workers, elected officials, associates, contractors, regulatory bodies and the general public.
  • Ability to work independently, exercise good judgment, and to make timely and informed decisions.
  • Ability to operate a Township vehicle, computer, cell phone, tablet, two-way radio, office copy/scanner/fax machine, tape recorder, telephone.
  • Valid driver's license.

PHYSICAL REQUIREMENTS:

  • Ability to sit for up to 4-8 hours, stand for up to 2-8 hours, walk for up to 2-8 hours and drive for up to 1-2 hours per workday.
  • Ability to bend, stoop, climb, crouch, lift, push/pull and reach above the shoulder up to 35% of the workday for inspecting facilities.
  • Ability to lift and carry files, tools and equipment up to 35 pounds up to 10% of the workday.
  • Ability to use both the right and left hand for repetitive actions and firm grasping of tools, equipment and objects.
  • Ability to drive a car.
  • Ability to climb ladders in performance of inspection functions.
  • Ability to be exposed to dust, fumes, gases and noise when performing inspection functions.

Pay: $90,000.00 - $105,000.00 per year
