Job Description
POSITION TITLE: Assistant Property Manager
DEPARTMENT: Division of Asset Management (D.A.M.)
REPORTS TO: Asset Property Manager
SALARY: $41,600 – $42,848 (Non-Exempt)
Position Overview:
Assist the Property Manager in all aspects of property management and occupancy
functions to ensure residents' quality of life and maintain the assigned property's
physical and financial condition. Coordinate the Agency programs and deliver
services to residents. Serves in the place of the Property Manager as directed.
Essential Job Functions:
1. Assist with maintaining the property's financial health by minimizing the number of
vacant units and vacancy losses. Collects data and documentation to assist in
preparing the Annual operating/Capital Fund budget and revisions as directed.
Collects resident payments based on established procedures. Assist with
enforcing the rent collection policy and monitoring non-payment eviction actions
and other eviction proceedings.
2. Complete annual and interim re-examinations in a timely and accurate manner
according to the established procedures. Obtains, verifies and records
information on current household income and family composition.
3. Develop an understanding of the Agency's required software for data input and
output of reports needed. Assist with corrections and errors for reporting and
entry purposes.
4. Schedules and assists in conducting annual housekeeping inspections,
participates in required inspections such as UPCS and NSPIRE.,
5. Review weekly and monthly reports on emergency, urgent, routine, and preventive
maintenance work orders performed on assigned properties as directed. Regularly
respond to inquiries/complaints from residents regarding ESLHA maintenance
services and monitors until completed. Assist with resolving any issue or concern
of residents or guests according to the Agency’s policies and procedures.
6. Assist with ensuring that funds are used most effectively to address the
property's physical improvements and current needs of residents.
7. Enforce all provisions of the dwelling lease. Assist with correspondence and
conferences with residents. Assist with securing all required resident
documentation and assist with eviction proceedings in accordance with
established policies and procedures. Seek guidance/assistance as needed from
appropriate management staff.
8. Performs all leasing-related tasks as directed, including but not limited to, providing
unit tours to prospective residents and orientations, conducting move-in and move-
out inspections, preparing leases for execution by the Property Manager, issuing
keys, providing resident identification cards.
9. Respond to emergencies at sites during non-business hours as directed.
10. Attend and participate in community events, residential and staff meetings.
11. Assist other departments as needed.
12. Performs other related duties as assigned.
Performance Standards:
- Attendance is reliable; leave does not exceed the amount permitted, the

- Assist with achieving the Tenant Accounts Receivable goals by being consistent
- 98% of move-in/move-out inspections are completed within 24 hours of unit
- 98% of the management office’s annual re-examinations and interims are
- 98% of required forms are submitted accurately and accepted by PIC monthly for
- 98% of the annual unit inspections are completed satisfactorily and on-time
- Documentation, tracking log, and follow-up on resident adverse activity are
- Work orders generated/closed is documented and tracked monthly.
- Effective verbal and written communication to all internal and external
information provided is accurate and timely.

Required Skills and Qualifications:
- A minimum of a high school diploma or GED certificate. College business or
- Minimum of two (2) years of experience in subsidized housing management or
- Public Housing Rent Calculation certification or meet this requirement by
of the Executive Director.
- Public Housing Manager Certification obtain within twelve (12) months.
- Working knowledge of HUD occupancy regulations or quickly gaining the

- Strong time management skills and an ability to organize and coordinate multiple
efficient manner.
- Proficiency with Microsoft Office (Outlook, Word, Excel, and PowerPoint) and an
- Ability to be flexible in a diverse environment and maintain a realistic balance
among competing priorities.
- Ability to serve as a liaison in internal and external relations while maintaining the
confidentiality and integrity of the Agency.
