    Supervisor of Special Education - Secondary Level

    220 Day Position (Year-Round Position)
    Salary: $148,034 - $155,710 (Per Contract)

    Title : Supervisor of Special Education (Secondary Level)

    Job Summary:
    The East Hartford Public Schools (EHPS) Special Education Supervisor provides leadership and oversight for special education programs, case managers, and related service staff from Pre-K through post-secondary levels. The Supervisor ensures high standards of compliance, instructional leadership, and data-driven decision making across all programs. This role involves close collaboration with building administrators, special education teachers, related service providers, families, and external agencies to uphold federal, state, and local regulations; monitor student progress; foster professional growth among staff; and promote equitable, meaningful educational opportunities for students with disabilities.

    Qualifications:

    • Connecticut State Department of Education certification as administrator/supervisor (092)
    • Connecticut Special Education certification
    • Five years successful teaching as a special education teacher
    • A Master’s degree from an accredited college or university
    • Knowledge of Special Education curriculum and programming
    • Prior experience with Pre School and Autism Programs preferred
    • Understanding of differentiated instruction
    • Ability to communicate effectively and to establish and maintain effective working relationships with staff, parents, administrators and other professionals
    • Ability to articulate goals of district regarding LRE and inclusion
    • Such alternatives to the above qualifications as the Board of Education may find appropriate and acceptable.

    Reports To: Student Support Services Director

    Supervises: Special Education Teachers, Paraprofessionals


    Essential Duties and Responsibilities:
    • Program Leadership and Oversight - Develop, implement, monitor, and refine special education programs, including fostering meaningful inclusion for previous self-contained students, prioritizing inclusionary practices, planning and implementation for a variety of transitional planning, oversight of out of district and magnet placements, assistance with ESY planning and programming. Where applicable, assisting with the development of department plan, goals, and budget recommendations. Using data to guide all decisions.
    • IEP/PPT Process & Compliance – Case manager magnet and outplaced students, serve as lead/chair for PPTs as applicable, support planning and placement team (PPT) meetings; finalize IEPs; ensure compliance with timelines and documentation through CT-SEDS or other state systems, etc. Regularly interpret and apply federal and state laws/regulations (IDEA) and district policies; provide guidance to staff on legal and regulatory matters.
    • Student Data, Monitoring, and Program Evaluation – Tied to data, oversee systems for monitoring student progress, collaborate with school teams for MTSS/pre-referral interventions, evaluation of plans and services, continuous data-driven decision-making, fidelity of service delivery and outcomes. Assist in the management and review of records for special education services, including frequency of service, out-of-district placements, and other key reports.
    • Staff Supervision, Development, and Support - Assist in recruitment, hiring, training, mentoring, supervision, and evaluation of special education teachers, paraeducators, behavioral managers, and related service providers. Provide and, at times lead, professional development, coaching, and modeling of inclusive instructional practices and differentiated instruction. Collaborate with building administrators to support special education delivery and inclusion with general education programs.
    • Community, Parent Partnerships, and Communication - Build strong working relationships with parents/families, district staff, building administrators, community agencies, and external providers; act as liaison for special education services. Communicate regularly about district special education goals, compliance issues, student program updates, and progress to key stakeholders.
    • Budget, Resource Management, and Program Operations - Assist with budget planning, submission of department requisitions, allocation of resources, and monitoring of material/supply requisitions, staffing assignments, and equipment for special education programs. Ensure effective and efficient use of special education resources including supervision of transportation, homebound instruction, and other services where applicable
    • Other Duties - Perform other tasks or special projects as assigned by the Superintendent or Director of Special Education.


    Terms of Employment: Twelve-month position, per EHEASU contract.

    Evaluation: Performance of this job will be evaluated in accordance with provisions of the Board’s policy for administrators.
