GIS Administrator City of East Chicago Engineering Department Opening Date: March 28, 2025 Closing Date to Apply: Open Until Filled Exempt / Non-Exempt: Non-Exempt Position Status: Regular Part-Time Department: Engineering Department Reports to: City Engineer Pay Range: $17.00 an hour. POSITION SUMMARY: Assist the engineer & other departments and staff in their GIS needs. Performs moderate to complex duties in support of City and departmental Geographic Information Systems (GIS) analysis, functions, processing, and geospatial data management systems. ESSENTIAL DUTIES AND RESPONSIBILITIES? Analyzes business needs of internal departments to define appropriate GIS products or services; designs and creates maps. ? Analyzes GIS application needs of departments by reviewing existing digital data and manually maintained data; identifies GIS digital data needs; performs complex or specialized data conversions, and determines the type of work necessary to complete the project application. ? Analyzes, develops, and implements GIS application systems, modifications, and project plans for internal/external customers. Provides technical direction in information modeling concepts, data access, information system interfaces, and reporting tools. ? Designs and develops GIS project application procedures and custom programming as required; writes, tests, and executes those programs. ? Performs moderate to complex GIS analysis and geo-processing functions, including input, editing, manipulation, management, and analysis of spatial and tabular data; maintains data quality assurance and quality-control standards. ? Performs and monitors spatial database processes, versioning, data backup, security, and archiving; monitors and tests data catalog for accuracy and usability; monitors system performance and maintenance. ? Prepares reports, maps, charts, and metadata to describe programming procedures, data requirements, and software functions. ? Assists with web map application configuration, interactive application development, user-acceptance testing, and training. ? Assists with the automation of repetitive geoprocessing and map production tasks through the creation of automated workflow models. Organizes data acquisition and coordinates enterprise-level GIS services, policies, standards, and procedures with County professionals and outside agencies. ? Operates GIS equipment, including large format printers, storage media, and viewing devices. ? Assists with updating, revising, design, and maintenance of maps, surveys, plats, legal descriptions, codes, decisions, and reports. Supports the interpretation, digitization, acquisition, and processing of remotely sensed data, aerial photography, and satellite imagery. ? Researches and collects data from county and non-county sources for applications, products, and services. May lead project teams and/or coordinate production tasks with other departments on a specific project. ? Performs related duties as required. Read, understand, and apply technical manuals and procedures. Maintain required records and prepare necessary reports. Independently analyze problems and assist others in GIS analysis. Apply critical thinking and problem-solving skills to business needs. Learn new programs, platforms, and tools to finish specific analyses and tasks. Complete multiple competing projects and meet deadlines? Effectively function as a team member? Analyze customer needs and business systems. Convey technical information to non-technical users? Train users in GIS products and promote GIS solutions. Work with a variety of individuals from diverse backgrounds? Understand the disciplines of the assigned department and its divisions EDUCATION AND EXPERIENCE REQUIREMENTS Bachelor’s Degree in GIS, geography, computer science, engineering, planning, natural resources, or related field; AND one (1) year of GIS or automated mapping experience; OR any equivalent combination of training and/or experience that provides the required knowledge and abilities. Must pass job-related tests. REQUIRED LICENSES OR CERTIFICATIONS Must possess a valid driver’s license. PHYSICAL DEMANDS AND WORKING ENVIRONMENT The conditions herein are representative of those that must be met by an employee to successfully perform the essential function of this job. Environment - Work is performed in a busy office setting and outdoors in all inclement weather. Working with the general public. Physical – Primary functions require sufficient ability and mobility to work in a fast-paced office setting; to stand or sit for prolonged periods; to occasionally stoop, bend kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information; drive. Occasionally lift and/or move up to 25 pounds. Vocal – Vocal communication is required for expressing or exchanging ideas by means of spoken words and conveying detailed or important instructions to others accurately, loudly, or quickly. Vision – See in normal visual range with or without correction. Hearing: Hear in normal audio range with or without correction.
