Collection System Repair Equipment Operator / CDL City of East Chicago Sanitary District Opening Date: March 19, 2025 Closing Date to Apply: Open Until Filled Exempt / Non-exempt: Non-Exempt Position Status: Full Time Department: Sanitary District Reports to: Sanitary District Manager Pay Range: In accordance with the City of East Chicago’s Collective Bargaining Agreement $18.68 1. Collection System Cleaning This dimension includes the following specific duties and responsibilities: Drives Vactor Truck, Operates Vactor Truck in cleaning storm and sanitary sewers, catch basins, wet wells, debris boxes at pump stations, and scum boxes at the plant, Uses Vactor Truck switches to operate/control the rodder pump, vacuum, front placement wheel, pressure, jackhammer, hose, boom, Uses Vactor Truck controls to operate the boom, jetter, and hose, Uses Vactor Truck valves to regulate inflow and outflow, Uses Vactor Truck lever to dump truck contents, Remains with the Vactor Truck during all operations, Places barricades and traffic cones around the work site to protect workers and the public, Removes manhole covers, using an air hammer, pick, or bar as needed Obtains and assembles required pipe sections, Works with Helper to maneuver and hold pipe sections to install and tighten clamps, Provides direction to the Vactor Truck Helper, in running collection system cleaning equipment, Disassembles pipe sections at the completion of a job, Cleans equipment and tools and returns to proper storage locations, Performs any necessary job site clean-up after completion of work, Fills out a written summary of work completed and conditions encountered. 2. Teamwork This dimension includes the following specific duties and responsibilities: Works effectively with other members of the Vactor Truck cleaning crew to ensure efficient operations, Works effectively with personnel from other departments in the Sanitary District, Works effectively with personnel from other divisions within city government and city contractors, Attends and contributes to collection system cleaning team meetings on workplace issues and problem-solving, Supports decisions made by the collection system cleaning team, Goes out of the way to help other team members, Listens to other team members’ ideas and suggestions. 3. Vactor Truck Maintenance This dimension includes the following specific duties and responsibilities: Checks all truck fluid levels and adds more when needed, Performs routine greasing, Notifies Collection System Cleaning Foreman of problems requiring assistance from vehicle mechanics. 4. Public Service This dimension includes the following specific duties and responsibilities: Interacts with members of the public in a polite, courteous, considerate, and helpful manner, Provides answers to questions from members of the public or directs them to someone who can respond, Deals effectively with angry members of the public and works to resolve their problems or refer them to someone who can. 5. Safety This dimension includes the following specific duties and responsibilities: Performs all job tasks in a safe manner, Requests and utilizes a spotter when line-of-sight between Operator and Helper is blocked, Complies with all department and division safety policies, rules, and regulations, Identifies and corrects/reports safety hazards when they occur. 6. House-Keeping This dimension includes the following specific duties and responsibilities: Maintains clean, well-organized conditions in all work and storage areas, Requests and coordinates assistance for large-scale cleaning tasks. 7. Successful job performance in the above position requires the following Knowledge, Skills, Abilities, and Personal Characteristics (KSAPC’s): Required Knowledge (familiarity with a body of information) Collection System Cleaning Procedures. Safety Hazards Involved in Collection System Cleaning. Vactor Truck Equipment and Operation. Applicable OSHA, EPA, State, City, and Wastewater Division Safety Policies, Rules, and Regulations. Wastewater Division Operations and Processes. Required Skills (proficiency in performing specific tasks) Read and Use the Sewer Map. Operation of an Air Hammer. Use of Common Hand Tools (pipe wrenches, crescent wrenches, screwdrivers). Public/Customer Relations. Operate Collection System Cleaning Equipment. Completion of Written Summary of Jobs Finished and Conditions Encountered. Required Abilities (general mental or physical capabilities) Able to Read. Verbal and written communication to be Understood by Others. Problem Solving. Mechanical Aptitude. Work Effectively in a Team Setting. Manual Dexterity to Use Tools/Equipment and Handle Piping. Eye-hand coordination to Use Tools/Equipment and Handle Piping. PHYSICAL DEMANDS AND WORKING ENVIRONMENT The conditions herein are representative of those that must be met by an employee to successfully perform the essential function of this job. Environment - Work is performed in indoor and outdoor environments; travel from site to site; incumbents may be exposed to noise, dust, and all inclement weather conditions. Alternate work schedules. The work environment is both formal and informal, team-oriented, having variable tasks, pace, and pressure. Physical – Primary functions require sufficient ability and mobility to work in an office and field setting; work is performed outdoors and indoors, work in inclement weather; operate equipment and vehicles; climb a ladder, walk on uneven terrain, loose soil, and sloped surfaces; sitting, standing, upward and downward flexion of neck; side-to-side turning of neck; moderate wrist torque to twist equipment knobs and dials. Occasional squatting, kneeling, and reaching above and at shoulder height; standing or sitting for prolonged periods; occasionally stooping, crawling, bending, kneeling, crouching, reaching, turning, and twisting; to lift, carry, push, and/or pull light to moderate amounts of weight; occasionally push/pull objects weighing up to 50 pounds; occasionally required to lift/carry objects weighing up to 50 lbs. and up. Vocal – Vocal communication is required for expressing or exchanging ideas using spoken words and conveying detailed or important instructions to others accurately, loudly, or quickly. Vision – See in normal visual range with or without correction. Hearing: Hear in normal audio range with or without correction.
