The Alamosa Water and Sanitation District is seeking a candidate for the position of Manager. The position reports directly to the District Board of Directors and is responsible for the administrative duties of the East Alamosa Water and Sanitation District. Candidate must have a strong knowledge of Quickbooks, Word and Excel, with the ability to quickly learn new software programs and applications. This a full-time salaried position with some benefits and a simple 401K. The schedule is Monday thru Friday from 8:00 a.m. thru 5:00p.m. with some night meetings. The person needs to have a minium of 3 years administrative & offie skills Annual salary is $45,000 DOE. Manager

1. Job Summary
The Manager for the East Alamosa Water & Sanitation District is responsible for the overall operations of the EAWS office, management of services and facilities, and first point of contact for EAWS customers. Manager's duties are implemented through direction and policy set by the EAWS Board of Directors. Manager is proficient at working on an independent basis as well as working cooperatively with Board of Directors, staff, City of Alamosa, and other necessary partners.

2. Organizational

2.1 Administration
· Thorough knowledge of Microsoft word, Excel, and Quick Books required
· In-depth knowledge of best practices in management and governance
· Consistently demonstrate ability to develop and implement successful strategic plans
· Ensure commitment to and compliance with all applicable laws and regulations across the organization
· Provide customer service to constituents and support personnel
· Works closely with the City of Alamosa who is contracted to handle our service lines and provides water to our constituents
· Consistently monitor advancements in technology or other areas that may assist EAWS in operating more productively and efficiently
· Valid driver’s license is required

2.2 Board of Directors
· Work closely with the Board of Directors
· Attend monthly meetings
· Oversee the preparation and distribution of Board packets including agenda, minutes, reports contracts and agreements prior to Board meetings
· Consistent communication with the Board including status reports at each Board Meeting

2.3 Meter Reading & Billing
· Read water meters monthly
· Careful attention to customer’s meters that may seem to be working incorrectly, any extreme overages that may indicate leaks
· Prepare monthly billing, late charges, and interest calculations
· Monitoring of delinquent customer accounts, posting shut-off notices when needed
· Maintenance and updates -if needed- to online bill payment system

2.4 Staff
· Coordinate staff working hours that best serve needs of EAWS
· Exhibit leadership and inspiration for all staff members

2.5 Building Maintenance & Upkeep
· Routine cleaning of office should be shared among office staff; including dusting, vacuuming, cleaning windows and sills, and maintaining the customer area, board room, and kitchen in an orderly fashion
· Maintenance issues which require an outside service should be brought to the Board’s attention for discussion and approval

3. Financial
3.1 Payroll
· Generate payroll and any related reports
· Generate W2s and 1099s

3.2 Banking
· Make and review daily deposits calculated by assistant
· Reconcile banking account statements as received including checking account, reserve account and CD accounts
· Enter bills into QuickBooks as they are received, produce checks for payment and signatures to Board of Directors

3.3 Monthly/Annual Activities
· Generate monthly financial statements and reports;
· Work with outside CPA firm to assist with annual audits
· Meet quarterly with outside accountant to review reports to ensure financial consistency and transparency
· Reconcile monthly Accounts Receivable Report in Continental Billing System to Accounts Receivable in QuickBooks
· Generate preliminary end of year budget for board presentation, discussion, and approval

4. Projects & Special Activities
4.1 Department of Local Affairs
· Submit annual reports, audits, and other required documents to DOLA
· Maintain education and knowledge of rules or regulation changes that may affect utility providers or Special District operations

4.2 Special District Association
· Attend annual meeting of the Special Districts Association
· If appropriate and timely, attend Regional Workshops
· Coordinate reservations and travel arrangements for board members to attend Special District Association events

4.3 Elections
· Is the Designated Election Official for the EAWS and conducts the regular elections according to the Local Government Election Law
· Closely monitors election timeline and guidelines
· Participate in offered webinars presented by the Department of Local Affairs to ensure that any changes or new guidelines are incorporated into election process

4.4 Capital Improvement Projects
· Works closely with the Board of Directors to ensure accurate cost estimates as well as budgeting for current and future projects and operations
· Works cooperatively with Board of Directors, Engineers, Funding Agencies to meet timelines and due dates for applications and reports
· Coordinate permits, licenses, flagging and any other logistical needs as they arise

4.5 Water Testing & Reports
· Monthly water samples are collected by City of Alamosa and reported by Sangre de Cristo Labs
· Monitor and coordinate with City of Alamosa staff for lead & copper testing
· Monitor and assure compliance for Drinking Water Quality Report, Trihalomethanes/Haloacetic Acids Report
· Maintain list of customers with cross connections/backflow preventors and request annual inspections
· Update annual eligibility report with CDPHE

4.6 Grant Research and Grant Writing

5. Public Relations
· Strong aptitude for verbal and written communication, presentation, and relationship development
· Manage all communications, including websites, newsletters and social media
· Cultivate a culture of transparency and communication throughout the organization and projected through positive customer service
· Develop and implement campaigns in coordination with Board of Directors in the event of Rate Increase
