Summary

Performs moderately complex professional and technical activities supporting the Early Learning Coalition of Southwest Florida’s (ELC) financial objectives. Work involves preparing, maintaining, verifying, and reconciling financial transactions, statements, and records. Monitors and analyzes accounting data and produces a variety of interim, monthly, and quarterly reports. Ensures all work is performed in accordance with organizational and regulatory policies, procedures, and guidelines.

Work is performed independently under general supervision with moderate latitude in the use of initiative and independent judgment. Position typically requires processing and interpreting of less clearly defined issues

Responsibilities

Performs other duties or responsibilities to support the mission of the Coalition as assigned by management.

  • Manage accounts payable and receivable processes
  • Performs responsible, professional, and technical activities to support the administration and implementation of the organization’s financial, auditing, and purchasing functions; ensures compliance to all financial policies, procedures, and guidelines set forth by the organization and regulatory agencies.
  • Compiles, reconciles, analyzes, and prepares a variety of financial statements, general and subsidiary ledgers, supporting schedules, and other financial and statistical reports; prepares work papers, financial statements, and various reports for internal accounting, funders, and state and federal agencies.
  • Performs general ledger accounting, reporting, and reconciliations; prepares monthly reconciliations of bank and general ledger accounts, credit card and vendor payments, petty cash, funder invoicing, accounts payable accruals, and others as assigned; prepares general journal entries and reports based on reconciliations; coordinates with other staff in preparation for the monthly, quarterly, and annual closing of the general ledger, entering journal vouchers and performing variance analysis
  • Participates in and assumes responsibility for various departmental programs and conducts and prepares special studies and reports, as assigned.
  • Processes School Readiness (SR) and Voluntary Pre-Kindergarten (VPK) provider payments and bi-weekly payroll for ELC staff
  • Performs Department of Early Learning (DEL) invoicing and billing; ensures all accounts are reconciled and discrepancies are researched.
  • Performs auditing of various funders accounts to ensure accuracy of information reported.
  • Performs various cash management and related activities; prepares daily cash report; reconciles bank accounts and research discrepancies; coordinates with banks on issues related to the organization’s accounts and bank transactions.
  • Participates in and assumes responsibility for various departmental functions, including financial statements, general ledger, monthly statements, accounts payable, cash receipts, and payroll.
  • May prepare and process bi-weekly payroll in compliance with state and federal statutes, including but not limited to, employee benefits, and potential vendors.
  • Serves as the custodian for corporate credit cards and petty cash funds; reviews requests and records, approves and denies credit card authorization requests per established policies and procedures; serves as the first point of contact regarding vendors’ payment questions and issues.
  • Reviews and audits, journal entries and travel reimbursements processed by the Accountant I; ensures work is accurate and is supported by all necessary documentation.
  • Assists with multiple fiscal and program audits; generates reports, locates required and/or requested documents, and maintains detailed records.
  • Participates in and assumes responsibility for an automated office and computerized financial and information system; identifies, develops, and/or implements new automated applications as needed to facilitate effectiveness and efficiency.
  • Analyzes monthly expenses and accounting reports to maintain expenditure control; communicates promptly, all trends, concerns, or unusual occurrences.
  • Prepares, processes, and records payments for all vendors and providers including but not limited to, accruing expenditure disbursements and reconciling accounts; monitors internal audits of provider payments.
  • Provides technical assistance to employees, clients, vendors, and state and federal agencies; responds to technical inquiries, problems, or complaints affecting the availability or quality of services, providing assistance and information.
  • Confers with internal and external parties, by email and phone, to resolve accounting discrepancies and/or obtain statistical data and documentation for various reports and/or projects.
  • Assists with improving efficiencies of workflow processes and procedures, as requested.
  • Generates, receives, and maintains confidential and sensitive files, information, and reports; ensures constant security of files.
  • Reports all suspicions of fraud or abuse to ELC Compliance department when infractions are discovered.
  • Relates well to people from varied backgrounds and situations; is sensitive to cultural diversity, race, gender, disabilities, and other individual differences.
  • Establishes/develops and maintains collaboration, trust, and cohesion with colleagues; demonstrates and fosters a commitment to the mission, goals, and organizational culture of the Coalition.

MINIMUM QUALIFICATIONS

Bachelor’s degree in accounting, finance, or related field; supplemented by at least three (3) years of directly related experience; or an equivalent combination of education, certification, training, and/or experience.

A valid State of Florida Driver License, proof of auto insurance, and eligibility to secure a car via authorized car rental agency is required

PREFERRED QUALIFICATIONS

At least two (2) consecutive years of experience in nonprofit accounting

OTHER EMPLOYMENT REQUIREMENTS

Employment in this position is contingent on authorizing, submitting, and maintaining satisfactory:

  • Motor Vehicle Report (MVR) with no record of criminal driving offense or license suspension

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of the principles and practices of general, nonprofit, or public agency accounting, fund accounting, general ledger accounting, budgeting, auditing, and reporting functions as well as Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS)
  • Knowledge of the principles and practices of automated financial systems and data processing and its applicability to accounting organizational operations
  • Knowledge of the principles of budget preparation and control
  • Basic knowledge of and the ability to learn and apply the standard methods and regulatory guidelines of nonprofit accounting
  • Knowledge of department policies and procedures for the preparation, production and maintenance of reports, documentation, and records
  • Skill in the use of Microsoft Office products (Word, Outlook, and Excel) and applicable department / organization specific software and ability to learn and become proficient in the use of other specialized software as may be required
  • Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Skill in using mathematics required for the work
  • Skill in adapting to a changing work environment, competing demands and ability to deal with frequent change, delays, or unexpected events
  • Ability to clearly communicate and understand information in English, both orally and in writing
