Primary Purpose:
The Assistant Superintendent of Teaching and Learning serves as a member of the Superintendent’s Cabinet and provides districtwide leadership for curriculum, instruction, assessment, and professional learning. This position is responsible for the strategic planning, development, implementation, evaluation, and continuous improvement of instructional programs to ensure high levels of student achievement and alignment with district goals.
The Assistant Superintendent of Teaching and Learning supports the Superintendent in ensuring coherence, collaboration, and high performance across campuses and departments and serves as a senior instructional leader for the district.
Qualifications:
Education/Certification:
- Master’s degree in educational leadership, administration, or curriculum instruction
- Doctorate degree preferred
- Appropriate Texas educator certification (mid-management, principal, or superintendent)
- Certification issued by the State Board Educator Certification
Special Knowledge/Skills:
- Thorough knowledge of curriculum design, instruction, assessment, and professional learning
- Ability to analyze and interpret student performance data and evaluate instructional effectiveness
- Knowledge of district operations and the interrelationship of academic programs and systems
- Knowledge of local, state, and federal laws and regulations related to public education including federal grants
- Ability to develop and manage budgets and supervise personnel
- Strong problem-solving, organizational, and strategic planning skills
- Exceptional written, verbal, public relations, and interpersonal communication skills
- Ability to interpret and implement law, board policy, and administrative procedures
Experience:
- Minimum of five (5) years of successful classroom teaching experience
- Minimum of three (3) years of progressively responsible instructional leadership experience at the campus or district level
Major Responsibilities and Duties:
Instructional Leadership and Program Management:
- Provide districtwide leadership for the development, implementation, and continuous improvement of curriculum, instruction, and assessment programs aligned with district goals and student achievement outcomes
- Lead district-level processes to establish, review, and monitor instructional goals, objectives, and initiatives using collaborative decision-making and effective problem-solving strategies
- Monitor, evaluate, and improve instructional programs using multiple data sources, applied research, and stakeholder input; recommend programmatic changes as needed
- Ensure that adequate time, resources, staffing, materials, and instructional technology are available to support effective teaching and learning
- Collaborate with curriculum specialists, principals, teachers, and instructional staff to develop, revise, and maintain curriculum documents and instructional frameworks
- Engage instructional staff in the evaluation and selection of instructional materials, tools, and resources to meet diverse student learning needs
- Oversee district professional learning programs to ensure alignment with instructional priorities, teacher needs, and the district’s mission
- Support the implementation and continuous improvement of the district’s designated teacher appraisal and evaluation system
District Leadership and Cabinet Responsibilities:
- Serve as a member of the Superintendent’s Cabinet and provide leadership that promotes alignment, collaboration, and high performance across campuses and departments
- Maintain sufficient knowledge of district operations, priorities, and instructional philosophies to ensure district commitments and goals are met
- Provide direct and indirect support to the Superintendent and campus and department leaders in matters related to teaching and learning
Policy Compliance and Reporting:
- Ensure compliance with federal and state laws, State Board of Education rules, and local board policy related to curriculum, instruction, and assessment
- Monitor and respond to changes in state and federal education policy that may impact instructional programs
- Compile maintain, and submit reports, records, and documentation as required
- Follow district safety protocols and emergency procedures
Budget and Resource Management:
- Develop and administer the curriculum and instruction budget based on documented program needs and ensure cost-effective and prudent use of funds
Personnel Management:
- Prepare, review, and revise job descriptions within the Teaching and Learning Department as needed
- Select, train, supervise, and evaluate staff and make recommendations regarding assignment, retention, discipline, and dismissal
- Evaluate employee performance to ensure effectiveness and professional growth
Communication and Community Relations:
- Clearly and consistently communicate instructional goals, expectations, and initiatives to principals, teachers, staff, parents, and the community
- Establish and maintain positive, professional relationships with internal and external stakeholders
- Articulate the district’s instructional philosophy, curriculum priorities, and implementation strategies to the community and encourage stakeholder engagement
- Use appropriate strategies to promote parent and community involvement in instructional programs
Other:
- Prepare and deliver and deliver written and oral presentations related to teaching and learning to the Board of Trustees, district leadership, staff, parents, and community groups. Attend board meetings as required
- Stay current on research, best practices, and innovations in curriculum and instruction, and apply them to district planning and decision-making
- Maintain Confidentiality
- Other duties as assigned by the Superintendent
Supervisory Responsibilities:
Supervise, evaluate and recommend the hiring and termination of curriculum and instructional supervisors and support staff within the Teaching and Learning Department.
