**This position has flexible hours; however, it is generally Tuesday through Saturday or Sunday through Monday. **
The Assistant Housing Manager assists in the leadership and daily operations of Eagle Star Housing's 24-hour Emergency and Transitional Housing Program. This position serves as the second-in-command to the Transitional Housing Manager and provides administrative oversight, staff supervision, case management support, and operational leadership to ensure high-quality services are delivered in accordance with agency policies, funding requirements, and best practices.
The Assistant Manager plays an active role in supervising Residential Living Specialists, coordinating staffing schedules, assisting with recruitment, hiring and onboarding, maintaining program compliance, and ensuring continuity of operations across all shifts. This position also maintains a resident caseload, provides direct case management and crisis intervention as needed, and assumes leadership responsibilities in the absence of the Transitional Housing Manager.
- Assist with the day-to-day management of the 24/7 Emergency and Transitional Housing Program.
- Provide leadership, guidance, coaching, and supervision to Residential Living Specialists.
- Serve as acting manager during the absence of the Transitional Housing Manager.
- Ensure consistent implementation of agency policies, procedures, and program expectations.
- Assist with quality improvement initiatives and recommend operational improvements.
- Respond to resident emergencies, staff concerns, and operational issues requiring supervisory intervention.
- Participate in the agency's on-call rotation as assigned.
- Develop and maintain staff schedules and coordinate shift coverage.
- Assist with recruitment, interviewing, hiring, onboarding, and training of new employees.
- Monitor staff performance and provide ongoing coaching and mentoring.
- Assist with employee evaluations, corrective action, and professional development.
- Complete audits of resident charts and program documentation to ensure compliance.
- Maintain program records, reports, and statistical data required by funders and the agency.
- Assist with inventory management, purchasing, maintenance coordination, and facility oversight.
- Maintain a caseload of residents and provide direct case management services.
- Conduct resident assessments, admissions, orientations, and discharges.
- Assist residents in obtaining housing, employment, healthcare, benefits, transportation, and community resources.
- Coordinate services with the Department of Veterans Affairs, Monroe County, healthcare providers, behavioral health agencies, landlords, and community partners.
- Review resident progress, identify barriers to housing stability, and develop intervention strategies.
- Provide crisis intervention and conflict resolution while promoting resident safety and housing retention.
- Ensure timely and accurate completion of case notes, service plans, referrals, and required documentation.
- Train new Residential Living Specialists on agency policies, documentation, and program expectations.
- Provide daily direction and support to staff during assigned shifts.
- Promote teamwork, accountability, professionalism, and a positive work environment.
- Facilitate communication between shifts to ensure continuity of resident care.
- Monitor compliance with agency standards, funding requirements, and regulatory expectations.
- Review documentation for accuracy, completeness, and timeliness.
- Participate in incident investigations and ensure appropriate follow-up.
- Assist with licensing visits, audits, and quality assurance reviews.
- Bachelor's degree in Human Services, Social Work, Psychology, or a related field preferred; Associate's degree with relevant supervisory experience considered.
- Minimum of three years of experience working in homeless services, behavioral health, supportive housing, or residential programming.
- Prior supervisory or leadership experience preferred.
- Knowledge of case management principles, crisis intervention, housing resources, and community services.
- Strong organizational, administrative, and leadership skills.
- Valid New York State Driver's License with an acceptable driving record.
- Proficient with Microsoft Office, Teams, Outlook, and electronic documentation systems.
Ability to read, analyze, and interpret agency policies, procedures, and regulations. Ability to prepare accurate documentation and effectively communicate with residents, coworkers, supervisors, referral agencies, and community partners.
Ability to calculate figures and percentages and maintain basic program records.
Ability to assess situations, exercise sound judgment, de-escalate conflict, solve problems, prioritize multiple responsibilities, and communicate effectively with supervisors and team members.
Working knowledge of Microsoft Office, Microsoft Teams, and the ability to learn agency software and electronic documentation systems.

The work environment is a 24-hour residential housing program serving Veterans and individuals experiencing homelessness, many of whom have experienced trauma, mental health conditions, substance use disorders, physical disabilities, or other barriers to housing stability. Employees may encounter crisis situations requiring sound judgment, professionalism, and effective de-escalation skills. The noise level is generally moderate.

Pay: $21.00 - $23.00 per hour
