GENERAL PURPOSE

The Parks Manager provides strategic leadership, operational oversight, and long-range planning support for Eagle Mountain City's Parks, Open Space, Urban Forestry, Wildlife Management, and Cemetery operations. This position is responsible for planning, organizing, directing, and coordinating maintenance, stewardship, development review, and capital planning functions for parks, trails, open space lands, urban forest assets, and cemetery facilities.

Eagle Mountain City is one of the fastest-growing municipalities in Utah, characterized by significant residential development, master-planned communities, wildland-urban interface conditions, and extensive open space lands. This position requires proactive infrastructure planning, strong coordination with Community Development and Engineering, and a long-range approach to asset management, master planning, and impact fee facility planning.

Works under the general direction and policy guidance of the Assistant Public Works Director – Public Services

 

SUPERVISION EXERCISED:

Provides direct supervision and strategic oversight to the following positions:

  • Parks Supervisor
  • Open Space Lead/Supervisor
  • Community Forester
  • Cemetery Sexton (Facilitated by Park Supervisor)

Provides indirect supervision to leads, technicians, seasonal staff, and contract personnel within the Parks, Open Space/Wildlife, Forestry, and Cemetery divisions.

ESSENTIAL FUNCTIONS

Plans, organizes, and directs the maintenance and operational activities of developed parks, trails, open space lands, cemetery grounds, and urban forestry assets.

Establishes service levels, maintenance standards, inspection protocols, and performance measures consistent with City policy and adopted master plans.

Ensures compliance with ULCT Risk Management standards, playground inspection requirements, safety practices, and applicable state regulations.

Participates in the City's development review process, including Development Review Committee (DRC) meetings.

Reviews subdivision plats, master development plans, site plans, annexations, and construction drawings for park land dedication compliance, trail connectivity, open space preservation, and landscaping standards.

Coordinates acceptance of deeded park lands and open space parcels and inspects developer-installed improvements prior to City acceptance.

Provides operational leadership and technical support in the development and update of the Parks Master Plan, Trails and Pathways Master Plan, Open Space Master Plan, and Cemetery Master Plan.

Assists in establishing level-of-service standards, acreage targets, park typologies, and growth projections.

Provides data and analysis necessary for preparation and update of the Parks Impact Fee Facilities Plan (IFFP) and supports infrastructure financing analysis (IFA).

Supports maintenance, operations, long-range planning, and compliance with Utah cemetery statutes and perpetual care requirements.

Wildlife Management and Open Space Stewardship

Supports wildlife conditions within City-owned open space areas and coordinates with Utah Division of Wildlife Resources when necessary.

Implements wildfire mitigation strategies, invasive species control, and habitat management programs.

Capital Improvement and Budgeting

Assists in preparation and implementation of the Capital Improvement Program (CIP) for parks, trails, open space, and cemetery.

Prepares and administers division operating budgets and monitors expenditures.

Other Duties

Performs related duties assigned to support City operations and objectives.

Promotes the use of technology, data, and best practices to improve service delivery and operational efficiency.

MINIMUM QUALIFICATIONS

 

 

  1. Education and Experience:

 

  1. Bachelor's degree in parks and recreation management, public administration, landscape architecture, urban planning, natural resource management, or closely related field.

 

and

 

  1. Five (5) years of significantly progressively responsible experience in public works, parks, open space, including at least two (2) years of supervisory experience.

 

OR

 

  1. An equivalent combination of education and experience.

 

 

  1. Knowledge, Skills, and Abilities:

 

 

Working knowledge comprehensive knowledge of municipal public works operations, development processes, cemetery statutes and perpetual care practices, wildlife management in wildland-urban interface environments, ability to interpret plats, construction drawings, and legal documents.

 

Ability to lead complex organizations in high-growth municipal environment

 

Strong understanding of capital planning, budgeting, and infrastructure finance.

 

Ability to communicate effectively with elected officials, executive leadership, staff, developers, and the public.

 

Skill in strategic planning, problem-solving, and decision-making.

  1. Special Qualifications:

Valid Utah driver's license.

Certified Park and Recreation Professional (CPRP)

Certified playground Safety Inspector (CPSI)

Other related professional certifications - Preferred

  1. Work Environment:

Worker performs in a typical office setting with appropriate climate controls. Tasks require variety of physical activities, not generally involving muscular strain, such as walking, standing, stooping, sitting and reaching. Continuous talking, hearing and seeing required in the normal course of performing the job. Common eye, hand, finger dexterity required to perform essential functions. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and creative problem solving. Considerable exposure to stress associated with high level of personal accountability, high impact decision-making and conflict management. Periodic travel required in normal course of job performance.
