General Statement:
The Secretary/Treasurer of the Pleasant Valley and Lake Canal Company (PVLCC) is responsible for the financial operations and record-keeping of the Company. This position supports the Board of Directors by maintaining accurate records, managing finances, and ensuring compliance with Company bylaws and applicable water regulations. The Secretary/Treasurer shall work in conjunction with the Ditch Superintendent and serves under the supervision and guidance of the PVLCC Board through the Board President.
Duties and Responsibilities:
Administrative (Secretary) Duties
- Prepare meeting agendas, annual meeting materials, and notices in accordance with Company bylaws
- Coordinate and attend monthly Board meetings (or other Board meetings as required) and the Annual Shareholder Meeting
- Prepare, distribute, and maintain accurate minutes of Board and Shareholder meetings
- Maintain official Company records, including bylaws, maps, easements, deeds, and water rights documents
- Manage correspondence and filings with shareholders, legal counsel, consultants, and governmental agencies (e.g., Division Engineer, Water Commissioner, Larimer County)
- Update and maintain the shareholder ledger, contact information, and ownership transfer records
- File required reports and maintain the Company's good standing with the State of Colorado
Financial (Treasurer) Duties
- Manage all Company financial accounts, receipts, and disbursements
- Prepare and issue annual assessments and other shareholder billings
- Pay approved invoices and maintain records of all financial transactions
- Collect, record, and deposit payments; reconcile accounts monthly
- Prepare and present financial reports for the Board and shareholders
- Assist in the preparation of the annual operating budget and financial forecasts
- Coordinate with accountants or auditors for annual reviews and tax filings
- Oversee insurance policies and renewals
General / Additional Duties
- Support the Board with administrative and operational coordination as needed
- Maintain confidentiality of financial and shareholder information
- Ensure the Company operates in compliance with bylaws and relevant state water laws
- Perform other related duties as assigned by the Board of Directors and/or the Ditch Superintendent
Qualifications
- Experience in bookkeeping, accounting, and administrative management required
- Proficiency with QuickBooks, Excel, and general office software
- Knowledge of irrigation systems, agricultural water management, and water rights preferred
- Excellent organization, communication, and attention to detail
- Ability to work independently and manage time effectively
- High School degree
Work Schedule
- Flexible, part-time position averaging 20-25 hours per month depending on season and workload
- Attendance required at regular Board meetings and the Annual Shareholders Meeting
