Position Summary
The Human Resources Recruiter is responsible for managing the full-cycle recruitment process for all open positions across the organization. This role plays a critical part in supporting the company’s operational workforce needs by identifying, attracting, evaluating, and onboarding qualified candidates for field and office positions.
The Recruiter works closely with Project Managers, department leaders, and the HR team to ensure workforce needs are met efficiently and strategically. This position requires exceptional organizational skills, strong attention to detail, and the ability to manage multiple requisitions simultaneously in a fast-paced environment.
Key Responsibilities
Full-Cycle Recruiting
- Manage the end-to-end recruitment process for all open positions including field, skilled labor, supervisory, and administrative roles.
- Partner with Project Managers and department leaders to understand staffing requirements, project timelines, and position qualifications.
- Develop and post job advertisements across appropriate job boards and recruitment platforms.
- Source qualified candidates through various channels including job boards, professional networks, online databases, and industry contacts.
- Conduct resume screening to evaluate candidate qualifications, experience, and alignment with position requirements.
- Coordinate and schedule interviews between candidates and hiring managers.
- Facilitate candidate assessments and assist hiring managers in identifying the best candidates based on skills, experience, and project requirements.
- Manage candidate communications throughout the hiring process to ensure a positive candidate experience.
Candidate Sourcing & Talent Pipeline Development
- Proactively search for potential candidates using internet recruiting tools, databases, professional networking sites, and industry-specific platforms.
- Build and maintain a pipeline of qualified candidates for frequently filled positions such as utility laborers, foremen, operators, and other field personnel.
- Utilize sourcing strategies including direct outreach, networking, and digital recruiting tools to identify passive candidates.
- Maintain an organized database of potential candidates for future hiring needs.
Collaboration with Project Leadership
- Work closely with Project Managers to clearly define job responsibilities, required certifications, and field experience necessary for each role.
- Ensure candidate qualifications align with project scope, job requirements, and company safety standards.
- Provide hiring managers with candidate summaries and recommendations based on screening results.
Recruitment Administration
- Maintain accurate recruitment records including job postings, candidate pipelines, interview notes, and hiring documentation.
- Track recruiting metrics such as time-to-fill, candidate sources, and hiring trends to support workforce planning.
- Ensure recruitment activities remain compliant with company policies and applicable employment laws.
- Assist with onboarding coordination to ensure a smooth transition for new hires.
Organizational & Process Management
- Maintain strong organization of multiple open requisitions simultaneously.
- Ensure timely communication with candidates, hiring managers, and HR leadership.
- Continuously evaluate and improve recruitment processes and sourcing strategies.
- Support workforce planning initiatives and recruitment campaigns for large staffing needs.
Qualifications
Education
- Bachelor’s degree in Human Resources, Business Administration, or a related field preferred.
- Equivalent work experience in recruiting may be considered.
Experience
- Minimum 2–5 years of recruiting or talent acquisition experience.
- Experience recruiting for skilled trades, construction, utility, or industrial environments strongly preferred.
- Experience managing high-volume recruiting efforts is highly desirable.

Work Environment
- Office-based position with frequent communication with field operations teams.
- Fast-paced environment supporting multiple active construction and utility projects.
- May require occasional travel to job sites, job fairs, or recruiting events.

Job Type: Full-time
Pay: $22.00 - $24.00 per hour
Expected hours: 40 per week
