Jira/Confluence Systems Administrator

E-Logic is seeking an experienced Jira Service Desk and Confluence Data Center Administrator to provide remote support for the Federal Bureau of Prisons (BOP). In this role, you will deliver 80 hours per month and remote (occasional off-peak support may be required)of advanced administration, support, and maintenance to ensure the reliable operation, security, and optimization of BOP's Jira Service Desk and Confluence platforms.

This position offers the opportunity to support a mission-critical federal agency by improving service management processes, enabling automation, and ensuring compliance with Department of Justice security standards.

Responsibilities:

• Provide day-to-day administration of Jira Service Desk and Confluence Data Center.
• Manage users, roles, permissions, workflows, and custom configurations.
• Perform updates, patching, and system maintenance.
• Deliver timely user support, troubleshooting access, permissions, and functionality issues.
• Customize and optimize Jira/Confluence to meet agency needs.
• Integrate Jira/Confluence with other enterprise systems and tools.
• Develop automation rules to streamline processes and improve efficiency.
• Ensure compliance with DOJ/BOP security requirements and implement best practices.
• Create dashboards, reports, and analytics to track performance and identify improvements.
• Manage incidents and implement preventive measures for system reliability.
• Support Confluence Data Center administration, including performance optimization, SSO, permissions, backup/recovery, and upgrades.
• Work with advanced plugins (Deviniti, Appfire, Adaptavist ScriptRunner, Jira Insight Asset Management) to enhance system functionality.

Qualifications:

• U.S. Citizenship is mandatory.
• 5 years of experience administering Jira Service Management and Confluence Data Center.
• Strong knowledge of Jira roles/permissions, issue security, and workflow customization.
• Hands-on expertise with Deviniti, Appfire, Adaptavist ScriptRunner, and Jira Insight plugins.
• Experience with automation, integrations, and REST APIs.
• Proficiency in performance optimization, backups, and disaster recovery for enterprise systems.
• Strong troubleshooting, problem-solving, and documentation skills.
• Excellent communication skills, with ability to provide training and support to end-users.

Preferred:

• Experience supporting federal agencies or regulated industries.
• Familiarity with security compliance standards in government environments.
• Advanced scripting skills (Groovy, JQL, automation rules).
• Confluence migration and upgrade experience.
