e&e is seeking a Senior Product Specialist for a remote contract opportunity in Harrisburg, PA!
The Senior Product Specialist will provide strategic product leadership supporting a major enterprise transformation initiative. This role partners with business, technology, design, and policy stakeholders to define and execute a product roadmap that implements HR1 requirements while modernizing digital services that connect millions of residents to essential programs and benefits. The position is critical during a period of significant transformation in technology platforms, user experience, and operating models, ensuring products align with program goals, regulatory mandates, and user needs.
Responsibilities:
- Lead the development, refinement, and execution of a strategic product roadmap aligned with HR1 mandates and program objectives.
- Partner with internal and external stakeholders to define product vision, key milestones, success metrics, and delivery plans.
- Facilitate the elicitation of business, functional, and system requirements through interviews, workshops, document analysis, and process modeling.
- Translate policy and administrative goals into actionable digital product solutions that improve outcomes for residents and administering agencies.
- Lead cross-functional teams to research and define problems, assess opportunities, align on outcomes, and execute implementation plans.
- Serve as a liaison between business and IT teams, including third-party vendors, ensuring alignment across design, data, and technology functions.
- Define success measures and ensure alignment of projects and technical solutions with program strategies and performance goals.
- Synthesize user research, analytics, and stakeholder input into clear recommendations and executive-level deliverables.
- Develop, revise, and implement standards, policies, and procedures to improve quality, efficiency, and cost effectiveness.
- Promote agile, user-centered design practices and support capacity-building for teams new to modern delivery methods.
Requirements:
- Minimum of five (5) years of experience in technical or strategic product management.
- Demonstrated experience delivering technology solutions for federally funded programs such as SNAP, Medicaid, TANF, Unemployment Insurance, or similar programs.
- Proven experience leading or managing complex technical products involving legacy systems and complex data structures.
- Experience leading cross-functional teams in government or public-sector environments.
- Strong ability to communicate with non-technical audiences and build capacity with teams new to agile and user-centered design.
- Excellent oral, written, and visual communication skills with the ability to present to executive audiences.
- Strong facilitation, collaboration, and people-management skills with a demonstrated bias toward action and delivery.
- Experience managing multiple vendor teams and coordinating work across internal and external partners.
