Primary Objectives of Position: Supports the outreach, eligibility, and enrollment function of the Accelerate Iowa program goals. Responsible for maintaining, establishing and cultivating relationships with participants, employers, and community agencies to achieve project enrollment goals. The Eligibility and Outreach specialist will be responsible for coordination of program referrals, and engagement with referrals through the enrollment process ensuring consistent and clear workflow with the Accelerate Iowa Team.

Essential Job Functions:

• Develop relationships with community organizations, educational facilities and social service agencies to encourage enrollment in workforce center programs.
• Conduct outreach presentations as needed with a wide range of audiences including high school students, community colleges, social service agencies, criminal justice agencies, etc.
• Identify, develop, and implement strategic outreach and recruitment opportunities to ensure proper quantity and quality of talent is available to meet employer needs.
• Establish and maintain knowledge of community and participate in community events and other activities including collaborative recruitment strategies with community partners. This may require a weekend and evening work schedule.
• Assist individuals with understanding and completing program enrollment processes.
• Conduct eligibility assessment and initial program application.
• Facilitate Career Navigators and newly enrolled participants handoffs providing adequate information for an extreme customer service experience.
• Coordinate and maintain referral records in alignment with the workforce development board's requirements and MOU.
• Ensure that customer files and records are maintained in accordance with legal requirements and Company policies and procedures.
• Utilize Extreme Customer Service behaviors in all interactions with internal and external customers.

Physical Demands/Work Environment: Physical requirements include carrying/lifting up to 5 pounds, frequently; up to 10 pounds, regularly; and up to 25 pounds, occasionally. Visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to drive an automobile and operate computer keyboard and basic office equipment; subject to carrying, lifting, twisting and reaching to perform essential job functions. Working conditions are primarily in an office environment with occasional travel to other locations.

Required Competencies: Extreme Customer Service focus, learning orientation, communication proficiency, teamwork orientation, technical capacity.

Qualifications:

Education: High school diploma or GED, and 1-2 years of experience in a Workforce environment or coordination/planning experience preferred. AA or BA preferred.

Experience: Significant demonstrable experience in federally funded program eligibility screening, or enrollment. Demonstrable experience in business-to-business marketing or working in a community-based organization.

Skills/Abilities: Ability to clearly and concisely communicate with staff and leadership via presentations, in person, telephone, written and oral. Excellent verbal and written communication skills including ability to do public speaking and conduct training sessions. The ability to maintain confidentiality is a must.

Demonstrated ability to use various software programs (Microsoft Office) for correspondence, reports, statistical compilation, analysis and database access.

Must be accustomed to working in a complex, fast-paced and confidential work environment. Ability to follow complex instructions, prioritize tasks, and effectively utilize resources to complete projects in a timely and accurate manner. Superior attention to detail is a must.

Travel Requirements: Position requires regular travel across a 22-county service area, with a primary presence at IowaWORKS American Job Centers in Burlington, Davenport, Ottumwa, and Marshalltown. Travel includes on-site coverage, partner coordination, and outreach throughout the region.
