Lead Clinical Counselor is responsible for coordinating clinical services, train new clinicians, and supervise clinical staff. Lead Clinical Counselor is responsible for the preparation of goal-oriented diagnostic assessments, individual and group counseling, and program enrichment. Clinical Counselors work as primary mental health caregivers for the client. The Clinical Counselor functions are performed as part of a multi-disciplinary team and include development and implementation of client therapeutic plans, facilitating transfers, and reunification planning. The Lead Clinical Counselor will supervise the Clinical Counselors in their duties for the clinical program and will ensure that the Clinical Counselor team is in compliance with Office of Refugee Resettlement (ORR) and Department of Health & Human Services (HHS) regulations and guidelines.
ESSENTIAL FUNCTIONS:
- Responsible for general oversight and coordination of clinical services. Supervise and train assigned clinicians while monitoring clinical services, documentation, and maintaining ongoing partnerships with community-based providers.
- Overview of mental health assessment and counseling intervention services, developing individualized treatment plans, oversight of individual or group therapy sessions, running preventative mental wellness classes or workshops and making treatment referrals, as well as continually monitoring and documenting clients’ mental well-being and overall adjustment to the program.
- Determine reliability and validity of treatment used; make recommendations regarding modification to services and service delivery. Collect and evaluate client data to identify problems and determine appropriate approaches to meet federal, state and local guidelines.
- Ensure accurate and timely documentation in compliance with state and federal regulations.
- Oversees assessments and all needed documentation are completed in accordance with policy.
- Develop corrective action plans, disciplinary memos, and annual evaluations for clinical counselor staff in collaboration with HR and the Program Management Team.
- Cover clinical cases as needed, assist with crisis and intervention while overseeing psycho-educational and therapeutic group topics.
- Assist with hospitalizations and emergencies on an as needed basis to include rotational on call weekdays and weekends.
- Approve time off requests and review timecards.

QUALIFICATIONS AND REQUIREMENTS
Education/Work Experience:
- Master's or doctorate degree in psychology, social work, counseling, marriage and family counseling, or another relevant behavioral health discipline from an accredited program, university, or college where clinical experience is a program requirement.
- 2 years of postgraduate direct service delivery is required.
- Must be licensed (LCSW, LPC, LMSW, LPC-A, or equivalent) to provide clinical services in the State where the care provider is located.
- Lead Clinicians also have supervisory experience and will have experience in or be trained to work with cultural competencies.
- Additional degree/course work in related fields is desirable.
Foreign Language Requirement:
Must be bilingual (English/Spanish) – speak, read, and write

Work is performed mostly in an office setting. Some overnight travel, public speaking, evening and weekend work are requirements of the position. Regular computer works also required. While performing the duties of this job, the employee is required to stand; walk; sit; finger, handle, or feel objects, or controls; reach; climb stairs; balance; stoop, kneel, or crouch; talk and hear. The employee must occasionally lift and/or move up to 20 pounds.
