This position is located within the Garner VA Clinic, a community-based outpatient clinic (CBOC) operating under the Durham VA Health Care System (DVAHCS) reporting to the Garner VA Clinic Administrator. The purpose of the position is to develop business knowledge to support effective decision making and work with service lines throughout the hospital to use management principles to improve efficiencies and meet objectives of both the national and local missions of the VHA and of the Director.

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/08/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

GS-09:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: utilizing standard reference material, texts, and manuals covering the application of analytical methods and techniques to prescribe procedures and provide clear precedents; analyze the subject and apply current guidelines; ability to deal with problems and/or relationships of a procedural nature or other issues that may arise on subjects studied; apply techniques and systems for assessing workload and productivity.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: Transcript (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.
OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year of graduate level.
GS-11:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying a wide range of advance practices theories, and emerging information in health care delivery; knowledge of clinical and administrative software packages; plan, organize, evaluate, and direct program optimization/efficiencies; skill with developing new or modifying policies, regulation, goals, or objectives to enhance business operations; utilizing qualitative and quantitative evaluation methods to conduct analysis of local, VISN and national healthcare systems; ability to evaluate programs, identify issues and resolve problems; knowledge of project management, ability to consult with stakeholders (internal and external);
OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M. or J.D., if related. NOTE: Transcript (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.
OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements for the GS-11.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Responsibilities:

If selected at the GS-09 level, the work will be performed with more supervision and guidance. Appropriate on-the-job training will be provided as required and the incumbent must meet the entire requisite job training in order to be promoted to the next higher level.

Duties include, but are not limited to:

Data mining, Auditing, Analysis and Reporting:
  • Works independently and responds to requests for information and support from all levels of the organization.
  • Collaborates with Garner Administrator, senior level managers and program managers to design, develop and provide information, analytic studies, dashboards, database repositories and scorecards.
  • Develops projects and provides direction for the design and implementation of systems to assist Garner VA Clinic programs and DVAHCS priorities.
  • Designs and implements data reporting systems for retrieving and displaying data from numerous VA databases (MSSQL Server Reporting Services, Access, VB-Net, Dashboard, Access data base interfaces, Intranet webs and custom code w/Vista Broker, Managerial Cost Accounting, Allocation Resource Center, Bed Management System, etc.) that encompass, but are not limited to, provider productivity, clinic utilization, staffing, finances, care coordination and safety.
Consultation:
  • Serve as the facility resource for providing data, reports and analysis to service line and facility leadership to facilitate the development of specific strategies, performance indicators and improvement.
  • Independently determines the most effective strategy, timeline, and checkpoints for obtaining facts and figures to assist with comprehensive studies and application of tools to gauge and improve the effectiveness and efficiency of major administrative and clinical management operations.
  • Helps evaluate/analyze, on a quantitative or qualitative basis, the effectiveness of projects, programs or operations in meeting established goals and objectives.
  • Helps develop training materials or other tools to assist clinical and administrative managers in utilizing data and reports that are populated.
Collaboration, Communication and Education:
  • Maintains and promotes productive relationships with Garner VA Clinic staff and DVAHCS leadership to assure that facility activities are accomplished in the most effective and efficient manner without major disruption
  • Supports business units in development of informed and effective decision making and helps produce analytical reports that are made available to a wide variety of constituents, including oversight bodies and external stakeholders.
  • Acts as a liaison with the Human Resources Management office; coordinates personnel actions; maintains personnel-related records such as performance ratings, position descriptions, awards, etc.; maintains and updates the organizational chart; ensures that the office adheres to reporting requirements at all levels; develops status reports or response materials for higher-level attention, review, or signature
  • Performs other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Physical Demands: The work is usually sedentary, but it requires periods of walking, standing, bending, or climbing, and employees may carry light items such as books, instruments, laptops, and other similar materials. The work may at times become highly stressful due to sensitivity of matters, complexity of tasks assigned and the volume of activities.
Work Environment: Work is typically performed in an adequately lighted and climate-controlled office at the Garner VA Clinic. Moderate travel may include travel to the Durham VA Medical Center (508 Fulton Street, Durham, NC).
