GENERAL DESCRIPTION OF DUTIES
Under general supervision, the solid waste enforcement officer performs skilled work in the investigation and enforcement of ordinances related to the prevention of illegal and improper disposal of trash within Duplin County. Work includes performing investigative work of illegal disposal of trash and enforcing corrective measures, including but not limited to citations and cleanup. Employee must exercise considerable independent judgment in all phases of work and be extremely knowledgeable in the laws and regulations of the county’s solid waste ordinance. Employee should also use considerable tack, courtesy and firmness when in contact with the public.
SPECIFIC DUTIES AND RESPONSIBILITIES
- Receives complaints concerning illegal or improper disposal of trash within the county. Investigates reports of dumping and dumping areas to determine compliance that is applicable to the solid waste ordinance. Works with other county offices – Police Department, Sheriff’s Department, Tax Office, Fire Marshall’s Office and others – to assist in the location of parties responsible.
- Works closely with the Fire Marshall’s office, Environmental Health and any state agencies to investigate illegal burning of trash, hazardous materials and non-permitted dump sites. Issues warnings or citations as pertains to county ordinance.
- Enforces correction of solid waste ordinance violations by issuing notices of violation and citations requesting corrective action. If necessary, pursues a warrant for responsible parties to appear in court. Will appear in court to testify as needed.
- Maintains records concerning work activities, citations, warnings and any other documents pertaining to illegal and improper dumping.
- Patrols areas in the county for illegal or improper dumping, hauling and neglect of property.
MARGINAL FUNCTIONS
- Has a working knowledge of investigative practices and procedures.
- Has working knowledge of county, city, state and federal laws and regulations pertaining to solid waste disposal and environmental sanitation.
- Knowledgeable of county geographies.
- Has working knowledge of basic clerical and record keeping practices.
- Able to deal tactfully and effectively with the general public.
- Ability to interpret laws and ordinances as they apply to specific situations.
- Ability to communicate effectively both in oral and written form.
- Carries out assignments including such task as fueling vehicle and cleaning the enforcement truck ‘s interior and exterior.
- Overtime may be required during a disaster, emergency situations and if the demand requires it.
- Must own dependable transportation.
- Must be able to work independently and make good sound decisions.
- Employee will be required to wear safety equipment when needed.
- Employee should have the physical ability to lift 20, 50 or 100 pounds is required. Employee must also be able to bend, sit, squat, climb, hear and see well.
- Employee will be required to work in adverse weather conditions including but not limited to heat, cold, rain or other.
- Performs other duties as required or requested.
MINIMUM TRAINING AND EXPERIENCE
Graduation from high school supplemented by 1 to 2 years of investigative practices and procedures. Has some working knowledge of the county, city and state solid waste disposal laws and ordinances. Experience in dealing with the public. Any combination of training and experience which provides the necessary skills and knowledge to perform the job.
SPECIAL REQUIREMENTS
- In accordance with the county’s drug free workplace policy, employees will be subject to pre-employment and random drug test.
- Possession of a valid North Carolina driver’s license.
