Position: Technical Capture & Proposal Manager


Location: Huntsville, AL or Franklin, NC

We are seeking a highly capable Technical Capture & Proposal Manager to bridge customer requirements, internal engineering capabilities, and proposal execution into winning solutions for defense sustainment, repair, modernization, and technical service opportunities.


This role requires an individual who can understand complex technical requirements, work closely with engineering and program leadership to define executable solutions, and lead compliant proposal development through internal review and customer submission.


Must have excellent interpersonal skills and ability to simplify complex ideas and concepts into clear, concise oral/written communication. Must be growth oriented and driven to continuously improve tactics, techniques and procedures with efficient solutions. Role requires the ability to openly and actively collaborate with others in a team environment; looking for a confident leader adept at building face-to-face relationships across operational swim lanes (internal team) and with key customer stakeholders (external team).

Key Responsibilities


Opportunity Assessment & Capture Development:

  • Analyze RFIs, RFQs, RFPs, and technical solicitations for alignment with Duotech core capabilities
  • Assess technical fit across repair, sustainment, reverse engineering, ATE, radar systems, and manufacturing services
  • Support bid / no-bid decisions through technical and business evaluation
  • Develop capture strategies for priority opportunities
  • Identify discriminators and win themes based on Duotech past performance and technical strengths


Technical Solution Development:

  • Translate customer requirements into clear internal technical action plans
  • Partner with Engineering, Operations, Program Management, and Business Development to define solution approaches
  • Drive technical discussions that convert customer needs into executable statements of work
  • Coordinate pricing inputs, labor assumptions, technical narratives, and execution models
  • Ensure proposed solutions are realistic, compliant, and aligned with internal capacity


Proposal Leadership:

  • Own proposal schedules, compliance matrices, content development, and submission timelines
  • Lead proposal kickoff meetings and internal color team reviews
  • Coordinate technical volume development across internal contributors
  • Edit and refine proposal content for clarity, consistency, and persuasive value
  • Ensure proposal packages meet customer formatting and compliance requirements


Internal Coordination:

  • Serve as central integrator between BD, Engineering, Program Management, Contracts, and Finance
  • Track action items and maintain proposal momentum across departments
  • Support leadership reviews and executive approval cycles
  • Maintain reusable proposal content library and technical reference materials


Qualifications:

  • 7–12 years of defense industry experience in capture, proposal management, engineering support, program management, or technical business development
  • Strong ability to understand technical defense requirements and convert them into written solutions
  • Experience supporting proposals for DoD, primes, depots, or aerospace customers
  • Familiarity with sustainment, electronics repair, engineering services, radar systems, or test equipment strongly preferred
  • Working knowledge of FAR / DFARS proposal requirements
  • Strong writing, organization, and internal leadership capability
  • Ability to manage multiple pursuits simultaneously


Highly Preferred Background:

  • Experience with defense sustainment & repair programs
  • Familiarity with test equipment
  • Experience supporting Defense primes
  • Exposure to OTA opportunities, long term agreements, or modernization efforts
  • Ability to interact confidently with engineers and senior defense customers

Salary : $125,000 - $135,000
