The Enforcement Officer/Planner is responsible for the implementation of Dunn County Ordinances and State Laws related to land use control. Work includes planning for changes in land use control, assisting the public in achieving compliance with regulations, and enforcing policies, regulations, ordinances, and laws.
The anticipated starting wage is between $33.93/hr and $35.82/hr.
The following duties are primarily performed and are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily and successfully to be qualified for the position. Other duties may be required and assigned.
- Enforces the land use control regulations of Dunn County and the State of Wisconsin.
- Assists the public in achieving compliance with land use regulations.
- Assists in the development and revision of zoning ordinances, policies, and guidance documents, comprehensive plans, farmland preservation plans, outdoor recreation plans, and other countywide planning initiatives.
- Performs septic system, sanitation, soil, and zoning inspections.
- Issues sanitary and zoning permits; receives and reviews pending applications.
- Conducts site visits to gather data, verify existing conditions, and assess compliance with approved plans.
- Researches property records, land information materials, zoning maps, and GIS datasets to support analysis and decision-making.
- Investigates complaints and addresses noncompliance through personal contact, written reports, and follow-up inspections. Prioritizes voluntary compliance as the primary enforcement action. When necessary, assists the Planner/Zoning Administrator and Corporation Counsel with formal enforcement measures, including issuing orders to remedy violations, issuing citations, and testifying in court.
- Reviews certified survey maps for compliance with State and County ordinances.
- Updates sanitation and zoning records; creates new forms and edits existing forms; enters data in the County permit tracking database.
- Coordinates and maintains open communication with landowners, contractors, engineers, surveyors, and government agencies throughout the land use review process.
- Performs duties, under the direction of the Planner/Zoning Administrator in their absence.
- Answers phones and provides information regarding planning and zoning inquires.
- Maintains accurate fiscal and other records related to permit applications, inspections, and zoning compliance and enforcement activities; prepares reports and notices.
- Operates and maintains equipment to draft maps and surveys, septic system plans, etc.
- Schedules various appointments, interviews, and meetings as required.
- Performs receptionist, clerical, financial and administrative support duties as needed.
- Coordinates with the division staff to provide daily office coverage.
- Organizes and attends public hearings as required.
- Participates in staff training and professional development to maintain and enhance knowledge of zoning and land use practices.
- Attends staff meetings and conferences.
- Performs other duties of a comparable level/type, as required.
EDUCATION AND/OR EXPERIENCE REQUIREMENTS
- Bachelor’s degree Land Use Planning, Environmental Science, Geography, or a related field.
- Three (3) years of experience in land use planning, zoning administration, GIS or a related field.
LICENSES, CERTIFICATIONS, AND OTHER REQUIREMENTS
- Valid driver’s license or the ability to travel between work locations.
- Ability to obtain relevant certifications as necessary, such as Wisconsin DSPS, Soil Erosion Inspector, Soil Tester, Plumbing Inspection II and/or Private Onsite Wastewater Treatment System (POWTS) Inspector
- The position does not currently require these certifications; however, the department must maintain at least two employees with these credentials. The Planner/Zoning Administrator will designate an employee to obtain the certifications should operational needs require. If designated, the employee will be provided with reasonable time and support to attain the certification.
- Prior to hire, a background check including criminal record history will be conducted. Information from the background check will not necessarily preclude employment but will be considered in determining the applicant’s suitability and competence to perform in the position.
MINIMUM KNOWLEDGE, SKILLS AND ABILITIES QUALIFICATIONS
In order to perform the duties of the Enforcement Officer/Planner position (listed above) the following knowledge, skills, and abilities are essential for Enforcement Officer/Planner to possess.
- Comprehensive knowledge of planning and zoning policies, practices, procedures, legal guides, recommendations, best practices, ordinances, and laws.
- Comprehensive knowledge of division reporting requirements.
- Thorough knowledge of grant justifications and reporting.
- Thorough knowledge of standard office equipment, standard office software, and GIS/Mapping software.
- Knowledge of Dunn County’s Comprehensive Zoning Ordinance including relevant state regulations, statutes and rules pertaining to sanitation, shoreland, floodplain and wetlands.
- Knowledge of County land use planning resources; comprehensive land use plan, farmland preservation plan, land and water resource management plan, bicycle and pedestrian plan, etc.
- Knowledge of accounting software.
- Skill in group presentation, public speaking, public notice, and public informational meetings.
- Skill in consulting, negotiating, advising, explaining and collaborative problem-solving with landowners, agency representatives and the public regarding zoning and planning matters.
- Skill in GIS applications and spatial data management.
- Ability to conduct research and analyze technical materials, including soil maps, aerial imagery, engineering drawings, and design documents.
- Ability to organize and convey complex ideas and concepts in simple terms, verbally, in writing, and graphics.
- Ability to communicate complex issues in simple terms and easy to understand ways in stressful situations.
- Ability to independently make decisions and provide guidance while working with contractors, landowners, etc.
- Ability to maintain confidentiality.
- Ability to follow Dunn County policies and procedures.
