General Description:

The Coordinator of District Programs and Strategic Support is responsible for providing district-level leadership in four interconnected areas under the direct supervision of the Executive Director of Academic Programs and Data: the identification, development, and oversight of grants and budgets that support academic, enrichment, and extended learning programs; the coordination of district-wide student enrollment and registration processes; the collection, management, and reporting of district data in compliance with state and federal requirements; and the measurement and evaluation of district program impact. The Coordinator writes, implements, and monitors grants that provide before-school, after-school, and summer school academic and enrichment programming. The Coordinator serves as the district's primary point of accountability for enrollment integrity and NYSED data submissions, ensuring accuracy, timeliness, and compliance across all reporting systems. The Coordinator also serves as the district's Program Evaluation and Impact Analyst, responsible for designing and maintaining a district-wide program evaluation framework, measuring the effectiveness of instructional initiatives and grant-funded programs, and producing data-driven impact reports for the Executive Director of Academic Programs and Data, Superintendent, and Board of Education. This function ensures that the district's investments in curriculum, professional development, staffing, and extended learning are systematically assessed and continuously improved. The Coordinator reports directly to the Executive Director of Academic Programs and Data and serves on the district's governance team.


Grant Coordinator:

  • Oversee the procurement process, purchasing, and efficient distribution of instructional materials across all schools
  • Research, write, and submit competitive grant applications aligned with district priorities and student needs
  • Provide management and oversight for multiple federal and state grants, including, but not limited to:
  • Title I, Part A (Improving Basic Programs Operated by LEAs)
  • Title II, Part A (Supporting Effective Instruction)
  • Title IV, Part A (Student Support and Academic Enrichment)
  • Title V, Part B (Rural and Low-Income Schools)
  • P-TECH (Pathways in Technology Early College High School) grant

  • Ensure full compliance with all grant requirements, including timely submission of all required reports and documentation, proper allocation and expenditure of funds according to approved budgets, maintenance of detailed records for audit purposes, and meeting all performance metrics and deliverables
  • Develop and implement systems to monitor grant effectiveness and impact on student outcomes
  • Identify and pursue additional funding opportunities to support district language acquisition and extended learning initiatives
  • Provide regular updates to district leadership and the Board of Education on grant status and outcomes
  • Coordinate with the Business Office to ensure accurate tracking of grant expenditures and remaining balances
  • Facilitate the sustainability planning process for grant-funded programs approaching the end of their funding cycles


Designated District Data Coordinator:

  • Serve as the DDC, the primary liaison between the district and the Regional Information Center (RIC) for SIRS reporting
  • Manage the SIRS reporting timeline, including BEDS Day, Staff Snapshots, and Student Demographics
  • Identify, investigate, and resolve errors in Level 0 prior to submission to NYSED; establish and maintain district-wide systems, protocols, and internal controls to prevent recurring errors; train and support appropriate staff on Level 0 requirements, timelines, and error resolution procedures
  • Leverage expertise in educational programs and Title reporting to ensure population data is accurate
  • Attend monthly DDC meetings hosted by the RIC to stay current on shifting state mandates
  • Manage NYSSIS ID processes to ensure every student has a unique, clean ID number statewide
  • Provide APPR data support, including verifying student rosters and validating teacher and principal evaluation scores to ensure accuracy and compliance
  • Coordinate state assessments, including answer sheet management, vendor scoring processes, and the development and delivery of proctor training and assessment administration expectations


Student Registration and Enrollment:

  • Oversee district-wide student registration and enrollment processes for all incoming students, PreK–12
  • Ensure compliance with New York State residency requirements and documentation standards
  • Coordinate kindergarten and Pre-K registration events and communications
  • Develop and maintain registration protocols, forms, and procedures across all buildings
  • Verify student residency documentation and conduct residency investigations as needed
  • Manage student transfers, withdrawals, and re-enrollments throughout the school year
  • Coordinate enrollment of homeless students, students in foster care, and migrant students in accordance with federal and state requirements
  • Maintain accurate student demographic data and enrollment records in the student information system
  • Collaborate with building administrators to project enrollment and class sizes for planning purposes
  • Serve as the primary contact for families navigating the registration process
  • Coordinate with IT and student information system administrators to ensure data accuracy and integrity
  • Provide training and support to building-level staff on registration procedures and compliance requirements


Program Evaluation and Impact:

  • Develop and maintain a district-wide program evaluation framework, ensuring that every major initiative, including Edia AI, Khanmigo, Curipod, all Technology-Based Instructional Programs, literacy coaching, explicit instruction, TOSAs, Literacy Leaders, Instructional Coaches, and extended learning grants, has a defined set of metrics, a baseline, and a timeline for measuring results
  • Design logic models for each major initiative that connect inputs (PD hours, coaching cycles, staffing) to outputs (changed practice) to outcomes (student results)
  • Conduct mid-year and end-of-year impact analyses on district programs, producing clear summaries for the District Comprehensive Improvement Plan (DCIP), the Superintendent, and the Board of Education
  • Identify which programs are producing return on investment and which are not, and make recommendations accordingly
  • Own the NYSED data submissions and ensure accuracy across all state reporting systems, serving as the district's primary accountability point for data integrity
  • Disaggregate and analyze assessment data (STAR, state ELA/Math, NYSESLAT) across subgroups to surface equity gaps and inform instructional decision-making
  • Produce data dashboards and reports that translate raw data into usable information for principals, cabinet, and the Board of Education
  • Track whether professional development is changing practice, not just logging hours, but linking PD participation to learning walk data, observation trends, and student results
  • Work with the Executive Director of Academic Programs and Data to close the loop between what TOSAs and Literacy Leaders are doing and whether it is translating into improved instructional practice and student achievement
  • Ensure all grant-funded programs have built-in evaluation components that satisfy funder requirements
  • Produce grant impact reports with supporting data for district leadership and funding agencies


Other:

  • Complete unannounced observations of staff for APPR
  • Work with Director of Multilingual Learners and Pupil Personnel Director on Co-teaching review
  • Complete other duties as assigned by the Executive Director of Academic Programs and Data or the Superintendent of Schools
