Oracle WACS Work & Asset Management Solution Lead

Location: Hybrid – San Antonio, TX

Duration: ASAP through March 2027 (Multi-Year Program with potential extension)

Travel: Based on client requests. They will receive a travel schedule and can discuss in detail during interview

Position Overview


We are seeking an experienced Oracle WACS Work & Asset Management Solution Lead to support a large-scale enterprise transformation initiative at CPS Energy. This strategic program is modernizing core operational systems through the implementation of an integrated cloud-based Oracle platform supporting Asset Management, Work Management, Field Service, Customer Operations, Finance, Supply Chain, and Workforce Management functions.

The Oracle WACS Solution Lead will provide both functional and delivery leadership across multiple utility business domains, including Power Generation, Electric Distribution, Transmission, Substation Operations, Gas Operations, and Fleet Management. This role requires deep Oracle WACS expertise combined with strong leadership capabilities to guide cross-functional teams through design, configuration, testing, deployment, and post-implementation support activities within a hybrid Agile environment.

Key Responsibilities

Functional Design & Solution Leadership

  • Lead the design and delivery of Oracle WACS Work & Asset Management solutions across utility operations.
  • Drive solution architecture and functional design for:
  • Asset Lifecycle Management
  • Asset Hierarchy & Functional Location Design
  • GIS & Asset Data Integration
  • Work Management & Work Order Processes
  • Compatible Units & Construction Work Order Modules
  • Preventive & Corrective Maintenance
  • Asset Relationships & Data Governance
  • Facilitate design workshops, requirements sessions, and solution reviews with business and technical stakeholders.
  • Ensure alignment with Oracle WACS best practices and utility industry standards.
  • Develop and review key project deliverables, including:
  • Functional Design Documents (FDDs)
  • Configuration Workbooks
  • Process Flow Diagrams
  • RICEW Specifications (Reports, Integrations, Conversions, Extensions)
  • Collaborate with architecture, integration, data conversion, reporting, and testing teams to ensure end-to-end solution consistency.

Configuration, Build & Testing Leadership

  • Provide hands-on leadership and guidance throughout configuration and build activities.
  • Review and validate Oracle WACS configurations and solution designs.
  • Lead defect management, issue triage, root cause analysis, and resolution activities during testing cycles.
  • Support data conversion strategy, validation, and production readiness efforts.
  • Drive quality assurance and ensure successful deployment outcomes.
  • Resolve functional and technical challenges while maintaining project timelines.

Agile Delivery & Team Leadership

  • Lead cross-functional teams including business analysts, solution architects, configuration specialists, and offshore resources.
  • Facilitate sprint planning, backlog refinement, estimation, prioritization, and release planning activities.
  • Translate business requirements into actionable backlog items and implementation plans.
  • Coordinate dependencies across multiple workstreams including:
  • Customer Operations
  • Finance
  • Supply Chain
  • Human Capital Management (HCM)
  • GIS
  • Integration Services
  • Oracle Field Service
  • Track project risks, issues, decisions, and release impacts.
  • Mentor team members and foster accountability for successful delivery.

Business Stakeholder Engagement & Governance

  • Facilitate complex workshops and working sessions with business stakeholders and SMEs.
  • Drive alignment with utility work and asset management best practices.
  • Support executive reporting, governance reviews, and issue escalation management.
  • Build strong relationships with client leadership and key stakeholders.
  • Lead the resolution of complex business and solution-related challenges.

Required Qualifications

  • 10 years of experience delivering Enterprise Asset Management (EAM) and Work Management solutions.
  • 5 years of hands-on Oracle WACS implementation experience.
  • Proven experience leading teams through design, configuration, build, testing, and deployment phases.
  • Strong utility industry experience supporting one or more of the following:
  • Electric Distribution
  • Transmission
  • Substation Operations
  • Power Generation
  • Gas Operations
  • Fleet Management
  • Deep understanding of Asset Management and Work Management business processes.
  • Hands-on Oracle WACS configuration and testing experience.
  • Experience managing and coordinating offshore delivery teams.
  • Experience working within Agile and hybrid delivery methodologies.
  • Strong leadership, decision-making, problem-solving, and stakeholder management skills.
  • Ability to work effectively in complex, fast-paced environments with minimal oversight.

Preferred Qualifications

  • Experience with Oracle Field Service (OFS/FFS).
  • Prior involvement in large-scale utility transformation programs.
  • Experience integrating Oracle WACS with:
  • GIS Platforms
  • Customer Information Systems (CIS)
  • Finance Systems
  • Supply Chain Solutions
  • Experience leading multi-vendor implementation and delivery teams.
  • Strong understanding of utility operational processes and enterprise system integration landscapes.
