Summary

This position is located in the Drug Enforcement Administration (DEA), Diversion Control Division, Regulatory Drafting & Policy Support Section (DPW), Arlington, VA.

This position's primary purpose is to evaluates legislation and current and past policies,

analyzes the diversion regulatory program and related issues, conducts a retrospective analysis of existing regulations, and recommends policy and regulatory resolutions that are consistent with statutory and executive mandates.

As a Your Typical Work Assignments May Include

  • Developing policy statements, regulations, and legislation in anticipation of new trends in state legislation or industry and health professions.
  • Supervising and evaluating studies of current and future developments in regulations, laws, and policies of other federal agencies, state, local and foreign governments and within the regulated industries and health professions.
  • Collaborating with key officials from other federal agencies, private industry executives, and international organizations to develop policies for drug-related issues and problems.
  • Establishing and maintaining liaison between agency and outside stakeholders to gain insight into the potential impact of proposed DEA regulatory changes on the scientific community, general public, law enforcement personnel, and medical community.
  • Implementing Diversion Control procedures and policies for large-scale, national, and international investigations.
  • Providing guidance on existing and pending legislation pertaining to increasing administrative oversight for the procurement, manufacturing, import, export, storage and distribution of controlled substance pharmaceuticals and listed chemicals.

Applicants applying for the GS-15 must meet one of the following requirements:

Qualifying Experience Must Demonstrate The Following

One full year of specialized experience that is at least equivalent to work performed at the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrate your ability in: (1)Providing oversight, advice, and guidance related to regulatory drafting and policy support section; evaluating legislation and existing regulations and policies; (2)composing notices of proposed rulemaking, final rules, publications of quotas, and other regulatory actions including cost benefit and cost impact analysis;(3)recommending policy resolutions that are consistent with statutory mandates;(4) overseeing complex analytical assignments to develop strategies to improve the monitoring of controlled substances and listed chemicals; and supervisory duties in all aspects of personnel management.

Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade Requirement: Applicants must meet time-in-grade and time after competitive appointment requirements by the closing date of this announcement.
