Summary

This position is located in the Drug Enforcement Administration (DEA), Human Resources Division, Employee Relations & Safety/Workers' Compensation Section, Employee Relations Unit.

This position(s) primary purpose is to provide for the administration of programs related to formal and informal discipline, adverse actions, grievances, appeals, performance, rewards, etc.

As a Your Typical Work Assignments May Include

  • Researches case law to ensure the organization's actions are appropriate and legally defensible with program activities. Devises DEA case strategies.
  • Plans and conducts research, and coordinates varied special studies of employee relations policies, issues, and practices.
  • Develops and encourages the use of innovative employee recognition tools and techniques throughout the organization.
  • Provides managers with interpretations of DEA's performance management procedures, practices, policies, and guidelines, when the issues involved are new, highly controversial, and/or precent setting,
  • Advises senior managers on the execution of employee performance work plans based on DEA;s mission and goals.

  • Mobility Agreement is a condition of employment; the employee must sign the agreement and comply with management- directed temporary and permanent change of station (PCS) movement to meet mission requirements.

Qualifications

Applicants must meet the required qualification requirements described below by the closing date of the announcement.

Applicants applying for the GS-14 must meet one of the following requirements:

  • Have at least one full year of specialized experience that is at least equivalent to work performed at the GS-13 grade level. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Qualifying experience must demonstrate the following: 1) Leading or managing a Human Resources team performing employee relations functions; 2) Providing authoritative guidance to agency leadership on performance management programs (i.e. adverse actions, employee recognition); 3) Ensuring compliance with regulatory laws, policies, and procedures as it relates to employee relations; and 4) Analyzing, evaluating, and developing major aspects of agency-wide employee relations programs.

Time-In-Grade Requirement: Applicants must meet time-in-grade and time after competitive appointment requirements by the closing date of this announcement.
