Summary

This position is located in the DEA, Operations Division, Office of Training - Academy Operations Section, Building and Facility Management Unit (OTAB).

This position(s) primary purpose is to organize and facilitate the operations, maintenance, repair work and alterations performed by contractors and Federal Bureau of Investigation (FBI) maintenance staff at the DEA Training Academy.

Duties

Help

As a Your Typical Work Assignments May Include

  • Assists in analyzing long-range facility needs and identifying issues that may impact operations, including damage from natural events. Helps recommend solutions and supports project planning efforts.
  • Participates in meetings related to construction, renovation and repair projects. Reviews plans and provides input on how projects may affect building systems and operations.
  • Reviews facility systems and helps plan maintenance operations. Consider building conditions and help decide between routine maintenance and larger repairs.
  • Evaluates contractor performance and helps ensure works meet contract requirements and operational needs.
  • Serves as point of contact for field funding transfers for ammunition, training, and personal protective equipment.
  • Researches and prepares cost estimates for materials and labor, develops budget justifications, and managing project resources.
  • Monitors and maintains complex systems such as HVAC, electrical, plumbing, energy management (EMS), fire alarms and advanced environmental systems.
  • Ensures compliance with OSHA regulations and environmental standards.

  • Applicant must possess and maintain a valid motor vehicle operator's license while employed in the position and will be required to operate the motor vehicle in accordance with applicable OPM regulations and related requirements of DOJ/DEA.
  • Employee required to become COR II certified. Requires 40 Continuous Learning Points (CLPs) during the common CLP period in order to maintain current certification.

Basic Qualification Requirements

Education: Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.

OR

Specialized Experience

Examples of qualifying specialized experience include:

  • Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
  • Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
  • Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

Applicants applying for the GS-09 must meet one of the following requirements:

  • Have at least one full year of specialized experience that is at least equivalent to work performed at the GS-07 grade level. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Qualifying experience must demonstrate the following: 1) Supporting building maintenance operational activities such as mechanical, air conditioning, electricity, plumbing, and carpentry; 2) Determining contracts requirements for small maintenance projects executed in a building; 3) Assisting in determining cost estimates for such projects;

OR

  • Education: Have a Master's or equivalent graduate degree -or- two (2) full years of progressively higher-level graduate education leading to such a degree; or LL.B. or J.D., if related.

OR

  • Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Applicants applying for the GS-11 must meet one of the following requirements:

  • Have at least one full year of specialized experience that is at least equivalent to work performed at the GS-09 grade level. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Qualifying experience must demonstrate the following: 1) Helps review funding requests and provides basic input for facility improvements. 2) Assists with meetings related to construction, repair and maintenance projects by gathering information and supporting projects reviews. 3) Collects and organize information for reports on facility activities. 4) Supports surveys, inspections and data collection related to contractor work.

OR

  • Education: Have a Ph.D. or equivalent doctoral degree -or- three (3) full academic years of graduate level education leading to such a degree; or LL.M., if related.

OR

  • Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
