The Vice President of Administration is a senior executive responsible for leading critical administrative functions that support the efficient, compliant, and strategic operation of DU. This role provides executive oversight of Human Resources, Contracts, Procurement, Administrative Services, Training, Insurance and Risk Management.

 

The VP of Administration drives workforce strategy, talent development, and organizational culture through effective human resources leadership. They oversee contract management and procurement operations to ensure cost-effective sourcing, strong vendor performance, and adherence to regulatory and policy requirements. In addition, the role is responsible for enterprise risk management and insurance programs, including identifying and mitigating organizational risks, ensuring appropriate coverage, managing claims, and safeguarding the utility's assets.

 

This position ensures that administrative systems and support services operate efficiently and align with organizational priorities. The VP of Administration works closely with executive leadership to develop policies, strengthen internal controls, manage risk exposure, and support long-term strategic initiatives. The role plays a key part in fostering a culture of safety, accountability, standardization, and continuous improvement across all administrative support functions.

 

Starting Wage Range: $218,504 - $223,470/annually.

 

Location: This is an in-person position located in Fairbanks, Alaska. 

What you will do

  • Provide executive leadership and strategic direction for Human Resources, Contracts, Procurement, Administrative Services, Training, and Insurance and Risk Management functions.
  • Develop and implement policies, procedures, and internal controls to ensure compliance with regulatory requirements, industry standards, and organizational goals.
  • Oversee all human resources operations, including workforce planning, recruitment, labor relations, compensation and benefits, performance management, and employee development.
  • Oversee organizational training and development programs, ensuring alignment with strategic goals, regulatory requirements, workforce competency needs, and succession planning initiatives.
  • Establish training standards, evaluate program effectiveness, and promote continuous learning and professional development across the organization.
  • Lead organizational culture initiatives that promote employee engagement, safety, teamwork, and accountability.
  • Direct procurement and supply chain activities, ensuring cost-effective sourcing, competitive bidding, and responsible vendor selection.
  • Oversee contract development, negotiation, execution, and administration to mitigate risk and ensure legal and regulatory compliance.
  • Design, implement, and maintain enterprise risk management (ERM) strategies to identify, assess, and mitigate operational, financial, and regulatory risks.
  • Oversee the organization’s insurance programs, including policy selection, coverage analysis, renewals, and broker relationships to ensure adequate protection and cost efficiency.
  • Manage claims processes and coordinate with insurers, legal counsel, and internal stakeholders to ensure timely resolution and minimize organizational exposure.
  • Establish and monitor key performance indicators (KPIs) to evaluate departmental effectiveness and drive continuous improvement, including training effectiveness and workforce readiness.
  • Collaborate with executive leadership to support strategic planning, budgeting, and long-term organizational initiatives.
  • Ensure efficient delivery of administrative services, including facilities, records management, and general business operations.
  • Identify operational risks and implement mitigation strategies to protect organizational assets and ensure business continuity and resilience.
  • Foster strong relationships with internal stakeholders, external partners, vendors, insurers, and regulatory agencies.
  • Promote ethical standards, transparency, and accountability across all areas of responsibility.
  • Oversee departmental budgets and ensure responsible financial management and cost control.
  • Lead, mentor, and develop department leaders to build a high-performing and resilient administrative team.
  • Standardize physical and information security policies and practices across the company.
  • Learn, adopt, and apply safety programs.

Conditions of Employment
Must pass a pre-employment drug test, random drug test thereafter in accordance with the published policy of Doyon Utilities. Must have a valid driver's license issued by the State of Alaska. Must be eligible to work on a military installation in Alaska. Eligibility to work on a military installation includes compliance with Department of Defense mandates with respect to employee background and health directives.

 

Qualifications

  • Bachelor's Degree in Business or closely related field. Required
  • 10 years of progressively responsible leadership experience in administration, human resources, contracts, or related functions. Required
  • 5 years In a senior leadership or executive role with direct oversight of multiple functional areas. Required
  • Demonstrated comprehensive knowledge of human resources, labor relations, employment law, organizational development, and regulatory training requirements. (required proficiency)
  • Demonstrated strong understanding of procurement, contract management, supply chain operations, and vendor administration. (required proficiency)
  • Knowledge of enterprise risk management, insurance programs, and risk mitigation strategies. (required proficiency)
  • Familiarity with physical and information security principles, including access control, surveillance, cybersecurity, data protection, incident response, and business continuity planning. (required proficiency)
  • Familiarity with utility industry regulations, compliance standards, and financial and administrative operations. (required proficiency)
  • Demonstrated strategic leadership, decision-making, and organizational management in complex, high-risk environments. (required proficiency)
  • Expertise in workforce development, including designing, implementing, and evaluating training programs aligned with organizational goals. (required proficiency)
  • Strong negotiation, contract management, communication, and stakeholder engagement skills. (required proficiency)
