Job Title: Director of Unhoused Care Teams

FLSA Status: Full time, Exempt

Salary: $80,000 - $86,000 (DOE)

Schedule: Monday – Friday; 4 days in office required

Reports to: Vice President of Policy & Civic Engagement


Position Description

The Downtown San Diego Partnership is seeking a highly motivated and compassionate individual to serve as the Director of Unhoused Care Teams. This position is responsible for overseeing and coordinating a variety of homeless programs and initiatives within the downtown area. The ideal candidate will possess strong leadership skills, extensive knowledge of homeless issues, and the ability to collaborate with community partners to drive effective solutions and improve the quality of life for individuals experiencing homelessness.

Essential Job Function & Duties

Program Development & Management - 60%

  • Develop and implement comprehensive homeless programs and initiatives that address the diverse needs of individuals experiencing homelessness in downtown San Diego.
  • Collaborate with stakeholders, including government agencies, non-profit organizations, and business partners, to establish and maintain effective programs and services.
  • Evaluate program effectiveness and make recommendations for improvements based on data analysis and community feedback.
  • Ensure compliance with relevant laws, regulations, and funding requirements.

Strategic Planning & Coordination - 20%

  • Develop strategic plans and track goals to address homelessness in downtown San Diego, in alignment with the mission and vision of the Downtown San Diego Partnership.
  • Coordinate and collaborate with various stakeholders, including local government entities, law enforcement, service providers, and community organizations, to align efforts and maximize impact.
  • Foster strong partnerships and maintain regular communication with key stakeholders to facilitate coordinated and sustainable approaches to addressing homelessness.

Civic Engagement & Participation - 10%

  • Coordinate with the Marketing and Communications team to occasionally serve as a spokesperson and advocate for homeless issues in downtown San Diego, representing the Downtown San Diego Partnership's interests and perspectives to media outlets, and the public.
  • Engage with community members, businesses, and organizations to build support and awareness of homeless programs and initiatives.
  • Participate in relevant meetings, conferences, and forums to stay informed of best practices and emerging trends in homeless services and advocacy.

Budgeting & Grant Management- 5%

  • Develop and manage program budgets, ensuring responsible allocation of resources and efficient use of funding.
  • Identify and pursue grant opportunities to support homeless programs and initiatives, including grant writing, reporting, and compliance.
  • Maintain accurate records and documentation related to program expenses, outcomes, and grant funding.

Staff Supervision & Development - 5%

  • Provide leadership and supervision to a team of program staff, ensuring their professional growth and development.
  • Foster a positive and inclusive work environment that values diversity, collaboration, and innovation.
  • Conduct regular performance evaluations, provide constructive feedback, and support staff in achieving program objectives.

Assigned responsibilities will be dynamic. As the organization expands, so too will roles, responsibilities, and tasks. The role requires flexibility and adaptability, with strong collaborative and communication skills, ensuring all parties are apprised of project statuses.


Required Qualifications, Skills, and Abilities

  • 3 years minimum of managing homeless programs.
  • Bachelor's degree in social work, public administration, nonprofit management, or a related field (Master's degree preferred).
  • Comprehensive knowledge of homelessness issues, best practices, and evidence-based interventions.
  • Experience in Homeless Management Information system preferred.
  • Strong leadership skills with the ability to build and maintain partnerships with diverse stakeholders.
  • Excellent communication and public speaking abilities, with the capacity to articulate complex issues to various audiences.
  • Experience in program development, budgeting, and grant management.
  • Ability to analyze data, evaluate program effectiveness, and make data-driven recommendations for improvement.
  • Commitment to social justice, equity, and compassion for individuals experiencing homelessness.
  • Familiarity with the local community and stakeholders in downtown San Diego is desirable.
  • High emotional intelligence and relationship-building
  • Highly motivated, proactive, organized, detail-oriented, self-starter and team player.
  • Excited by moving fast, investing deeply in relationships, and working through ambiguity with a quickly evolving organization.
  • Critical and creative thinker, skilled at anticipating the needs of Executives
  • Proficient in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, SharePoint)
  • Ability to have a flexible schedule, potential need for nights and weekends

Total Rewards Package

This is a permanent, full-time exempt position. The salary range for this position is $80,000-$86,000.00 per year (DOE). This position is subject to a background, credit, and reference check. DSDP is an Equal Employment Opportunity employer.
