TITLE: PROGRAM MANAGER
DEPARTMENT: PATH
RESPONSIBLE TO: PROGRAM DIRECTOR
GENERAL SUMMARY:
The Program Manager is responsible for all functions of the PATH and FAE&T Program including Career Development, Triage, Career Coaching, Talent Acquisition, Work-based Training, Vocational Education Training, and Resource Center Instructor functions of the PATH & FAE&T Program. Additional responsibilities include ensuring excellent customer service/satisfaction, overseeing the design and implementation of program orientations and job readiness/job search activities in both the classroom and Resource Center, and securing employment and training to meet and/or exceed program goals. The Program Manager is responsible for attending DHHS monthly meetings, SEMCA Best Practice meetings, and any other workforce development activities, meetings, conferences, and training and reporting out to DCC Leadership.
PRINCIPLE DUTIES AND RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:
· Assists the DCC Leadership with budgets, RFPs, grant writing, program development and design, procedural issues, marketing strategies, writing staff job descriptions, performing interviews for job openings, and providing new employee orientations within the PATH department.
· Supervises Career Coaches, Talent Acquisition Specialist (TAS), Program Supervisor, and Instructors in the PATH/FAE&T Programs.
· Coordinates partner referrals, meetings, and events.
· Keeps current with labor statistics, economic trends, public policy issues and developments, and policy issuances. Informs staff of the Federal and State regulations including policy and process changes. Effectively communicates all changes in policy and procedures to the team.
· Establishes and maintains relationships with government agencies, non-profits, area employers, community service sites, partner agencies, and educational institutions.
· Works collaboratively with local Department of Health and Human Services (DHHS) partners to build positive relationships and cohesiveness. Acts as liaison between SEMCA and DCC.
· Creates, maintains, and reviews daily/weekly/monthly reports, and final reports, to ensure contracted program goals, including the work participation rate, are met/exceeded.
· Ensures program goals are met by analyzing work volume, workflow, departmental, and service levels of welfare reform department. If contracted goals are below targets, implements strategies to bring performance towards goal attainment.
· Supervises the Talent Acquisition position in their outreach and marketing of the welfare reform department to local businesses, employers, non-profit organizations, community service agencies in order to maintain sufficient levels of employment and/or community service opportunities for customers. Oversees the coordination of efforts between the Talent Acquisition Specialist and the SEMCA BSR unit to recruit for job fairs and other employment-related activities to meet employment outcomes, community service, and work-based training goals.
· Supervises the Career Coaches to ensure timely professional case management of assigned customer caseloads. Monitors the level of employment, training, and community service placements, supportive services, and work participation rates provided by the Career Coach on an individual and team basis to ensure effective department operations, performance standards, and all required program goals are met and/or exceeded.
· Supervises the Lead Career Coach to ensure the timely professional scheduling and conducting of triage appointments/meetings with DHHS partners. Monitors and reviews non-compliance warning notices, triage requests, case notes, and data entry of all triages to ensure accordance with Federal, State (DHHS), and local (SEMCA) policies. Responsible for staff coverage of all triage appointments and MWA/DHHS hearings.
· Supervises the Resource Center Supervisor to ensure general orientation, job readiness workshops, and resource center activities are developed and implemented in accordance with Federal, State (DHHS), and local (SEMCA) policies. Overseas the recruitment of guest speakers for workshop and resource center presentations and coordinates these with all center programs.
· Responsible for researching, developing, coordinating, and enhancing job search/job readiness curriculums and resource center activities to fulfill the needs of customers. Participates in the development and acquisition of curriculum, resources and training materials, and supplies for the welfare reform department.
· Monitors program budget and maintain knowledge of current funding priorities and goals.
· Establishes individual and team performance objectives and goals and evaluates staff in the performance of their job duties. Effectively communicates with staff on issues affecting their performance.
· Serves as the primary point of contact for program staff and AJC partners to provide information regarding the PATH/FAE&T programs available through LEO and the Federal, County, and local initiatives. Assigns Coaches and TAS to work with specific employers and or local partner agencies.
· Ensures that all Vocational Educational Training (VET), OJT, subsidized employment, Work Experience Programs (WEP), Community Service Programs (CSP), agreements/contracts are in regulation with State, Federal, and TANF guidelines. Reviews and approves all customer job placement/training enrollments, 180-day retentions, case notes, ISSs, action plans, barriers, and mitigation plans.
· Coordinates efforts with the ES Coordinator thus ensuring a smooth flow of customers, paperwork, and delivery of customer service operations in the Resource Room. Also coordinates with all other Program Managers and AJC partners to ensure a smooth and efficient flow of paperwork, customer service, and resources across programs.
· Manages staff schedules, coverage, and responsibilities of PATH staff. Reviews and approves staff timesheets and ensures timely delivery to the Fiscal department.
· Reviews, recommends, and justifies all purchases needed to update/enhance/maintain the welfare reform program, including staff needs. Reviews repair and facility maintenance requests prior to submittal.
· Responsible for resolving customer and staff conflicts and follow through with the proper complaint-solving steps and documentation.
· Must keep updated on the Michigan Talent Connect registrations, OS/MIS, and TuaPATH systems to ensure timely data entry the proper follow-through by staff.
· Develop and maintain strong relationships with all DCC departments and partners to support overall program and quality customer service goals.

EDUCATIONAL AND EXPERIENTIAL REQUIREMENTS:
The Program Manager must have a bachelor’s degree in human services and three (3) years’ experience in welfare reform programs. Additional years of experience can substitute for college education at a ratio of two (2) years’ experience for one (1) year of college beyond a minimum of a high school graduate. This individual should have experience in overseeing workforce development programs, human services, job development, and personnel placement. Excellent written and verbal communication skills and a valid driver’s license are required.
