Summary:
The Program Specialist will work with the Senior Specialist and Energy Program Manager to implement a suit of energy efficiency and sustainability initiatives and programs offered under the new Northern Rural Energy Network (NREN) and delivered locally by Dow & Associates on behalf of the Mendocino Council of Governments. The NREN programs that will be implemented by this position are part of a new partnership between the Mendocino Council of Governments, Lake Area Planning Council, Redwood Coast Energy Authority, and Sierra Business Council. The Program Specialist will assist with public outreach, processing applications, phone and site-based energy assessments, education and training events, and a variety of additional program implementation tasks. This will be a full-time position based in our Ukiah office, primarily in-person with an option for some hybrid work in addition to local travel and occasional weekend and evening scheduling for outreach events and work with customers and local organizations.

Dow & Associates provides staffing and operations to the Mendocino Council of Governments (MCOG) and Lake Area Planning Council (APC)—the regional planning agencies in Mendocino and Lake Counties—under long-term contracts. Our small firm offers a friendly and welcoming working environment in the Ukiah area. Our work for MCOG and the APC focuses on regional transportation, economic development, housing, and energy.
Duties and Responsibilities:

- Assist with the day-to-day functions of MCOG’s NREN program implementation
- Interact with members of the public, local government agencies, and local businesses to deliver energy efficiency programs and connect customers with additional relevant resources
- Provide services to customers including home energy assessments, distribution of energy saving kits, accessing rebate programs, and general energy efficiency education.
- Assist residential, commercial and public agency customers with rebate, financing and grant applications
- Process customer inquiries and applications including data collection, input, tracking and reporting
- Implement marketing and outreach strategies in collaboration with the Senior Specialist and Program Manager
- Assist with marketing, enrollment, and logistics for workforce education programs
- Prepare invoices to be submitted to the NREN Lead Administrator
- Participate in program design reviews to refine and develop new program offerings
- Assist Senior Specialist and Program Manager with larger or more complex tasks through discussion, research, preliminary design work, writing, and critical thinking
- Assist with coordinating and staffing public events, trainings, outreach tabling, workshops, and meetings
- Collaborate with regional NREN partner agency staff
- Assist in monitoring and analyzing key performance metrics to assess program success
- Provide written and verbal reports to the MCOG Board of Directors regarding implementation of programs
Qualifications:
Education/Experience:
- Education or experience equivalent to a college degree or two years of experience in a related field
Preferred Knowledge and Skills/Qualities:
- Ability to interact with a variety of customers, including public, local government representatives, and members of the business community
- Ability to conduct technical and quantitative analysis
- Ability to conduct phone and site-based energy efficiency assessments
- Familiarity with principles of building performance and energy conservation
- Proficiency with data collection, handling, database management, and report generation
- Familiarity with local and state level energy policies and goals
- Proficiency with basic Microsoft Office products (Word, Excel, Outlook and PowerPoint)
- Familiarity with SalesForce and Formstack products preferred
- Strong written and verbal communication skills
- Strong written and verbal communication skills in Spanish preferred
- Ability to be a self-starter
- Ability to set priorities and meet deadlines
- Use of basic hand tools, climb ladders, work overhead and possibly in confined locations
Starting Salary Range: $65,500 to $72,800 depending on qualifications
