Part Time TOSA – Instructional Coach & Early Literacy - Douglas ESD Douglas ESD is accepting applications to fill the part-time position of Teacher on Special Assignment (TOSA) – Instructional Coach & Early Literacy in our Education Services department. This position is 114 days per year, 3 days per week, 8 hours per day to begin in the 2026-27 school year. Supports regional early literacy initiatives through countywide collaboration, professional learning, and implementation of Oregon's Early Literacy Framework. Supports districts through coaching, technical assistance, and continuous improvement efforts related to literacy and broader instructional practices. Full job description attached in Applitrack. •Provide professional development through presentations and workshops, classroom observations and coaching, strategy modeling, reflection on practices, guidance on assessing student work, and long-term planning. •Coordinate and facilitate a countywide Early Literacy Network/Community of Practice to support collaboration, shared learning, and continuous improvement among districts. •Support implementation of Oregon's Early Literacy Framework and related state literacy initiatives. •Coordinate and facilitate literacy-focused professional learning opportunities for educators, instructional coaches, and district leaders. •Identify regional literacy trends, strengths, and opportunities through review of student outcome data and district feedback. •Serve as a liaison between districts, Douglas ESD, the Oregon Department of Education, and literacy partners regarding early literacy initiatives. •Collaborate with district literacy leaders, instructional coaches, administrators, and educators to strengthen literacy outcomes across the region. •Coach educators across Douglas County to improve instructional practice and student outcomes. •Provide meaningful feedback to educators in a timely manner. •Build and maintain strong relationships with teachers, instructional coaches, administrators, and district leaders. •Support the implementation of curriculum, instructional practices, and improvement initiatives in districts. •Disseminate guidance, resources, and updates related to state and regional literacy initiatives. •Provide coaching, consultation, and technical assistance related to evidence-based literacy practices and instructional improvement. •Develop and nurture a collective regional vision for sustainable student academic improvement, increasing achievement for all students while reducing academic disparities within focal student groups. •Coordinate, convene, and facilitate meetings with partners; prepare and deliver engaging and interactive presentations. •Actively listen and proactively engage districts; work to understand individual and organizational goals and needs; provide expertise, training, coaching, and technical assistance to support district improvement efforts. •Identify opportunities to build connections and coherence of educational programming across districts. •Provide an organized, consistent, and useful body of research and information to support instructional improvement and student achievement. •Model and teach respect with an awareness of diversity; effectively work with and respond to people from diverse cultures and backgrounds; champion Douglas ESD's commitment to a culture and climate of inclusion. •Work collaboratively with school personnel in meeting diverse social and academic needs of students. •Establish and maintain open lines of communication with district leaders, instructional coaches, educators, and professional learning partners. •Manage work responsibilities using effective organization, prioritization, and time-management skills. •Accurately and effectively communicate the role of Douglas ESD and the scope of its programs to schools, agencies, families, and community partners. •Ability to work a flexible schedule and travel to and from school locations in the Douglas ESD service area and may be required to travel on overnight assignments. •Other duties as assigned. QUALIFICATIONS: •Master’s degree or advanced training, Oregon teacher license, 5 years teaching experience or acceptable alternatives. •A systems thinker with the proven ability to organize and facilitate groups of people to work together to collect and analyze qualitative and quantitative data, identify trends and opportunities, align mandated and suggested components, and develop an actionable plan for continuous district improvement. •Understanding of continuous improvement processes and promising practices for systematic education improvement. •Knowledge of district and school operations, attendance strategies, student engagement, and school finance. •Ability to leverage emerging trends to network districts and build efficiency and alignment across multiple districts to support goals and increase outcomes. •Demonstrate excellent execution and project management skills, including attention to detail, organizational skills, ability to balance the big picture with detailed steps to reach the end goal, and ability to balance multiple projects under tight deadlines.
