Accounting Supervisor

JOB SUMMARY
This position manages the day-to-day functions of the accounting department which includes work in the preparation of the Authority’s financial statements, payroll and tax reports, budgets, fixed assets accounting, bank account reconciliations, and maintenance of the general ledger and other fiscal records. Work is performed under the general supervision of the Chief Financial Officer and includes supervising the Accounting Department.
ESSENTIAL JOB FUNCTIONS
- Supervises the accounting department activities including planning, evaluating, training, assigning, scheduling, instructing, and disciplining employees in accordance with the Authority’s policies.
- Monitors general ledger activities.
- Reviews and approves journal entries and bank reconciliations.
- Prepares or reviews major changes to the chart of accounts.
- Reviews and approves the integrity of the general ledger.
- Supervises monthly close of the general ledger.
- Prepares and reviews monthly and annual financial statements.
- Prepares or reviews data entry of payroll.
- Audits employee changes to payroll such as completing employment verification and processing garnishment orders.
- Compiles employment verification and pension earnings reports.
- Reviews payroll tax reports generated by third party provider on a quarterly and annual basis.
- Coordinates the annual operating budget process and preparation of budget documents with other departments; creates final annual/monthly budget for upload to accounting system.
- Prepares and monitors capital improvements payments and reports.
- Oversees the accounts payable activities.
- Completes and develops analytical worksheets and other tasks as requested by supervision.
- Coordinates audit of the year-end inventory at various locations.
- Supports annual audit by providing information and answers to auditors.
- Communicates with managers, supervisors, co-workers, and others while keeping information confidential.
- Maintains financial security by adhering to internal controls.
- Directs the accounting department operations and procedures such as the department’s budget, requisition of supplies, and time and attendance reporting.
- Performs other related duties as required/assigned.
QUALIFICATIONS
Education and Experience:
Bachelor’s Degree in Accounting, Finance, Business Administration, or a related field and five (5) years of general accounting experience, preferably with payroll and supervisory experience, or an equivalent combination of education and experience.
Special Qualifications:
Certified Public Accountant (CPA) certification preferred.
Knowledge, Skills and Abilities:
- Knowledge of principals of accounting, governmental accounting, and financial record keeping.
- Knowledge of payroll processes.
- Knowledge of governmental budgeting processes and requirements.
- Knowledge of personal computers and related word processing, spreadsheets and financial software.
- Knowledge of internal control procedures.
- Skill in using computer programs and software effectively.
- Skill in analyzing and resolving accounting and bookkeeping problems of a complex nature.
- Skill in supervising all aspects of the accounting functions.
- Ability to lead and direct the work of others.
- Ability to understand issue and carry out complex oral and written directions.
- Ability to carry out duties accurately.
- Ability to do mathematical computations that are applicable to the duties assigned.
- Ability to work independently.
- Ability to learn, interpret and apply the Authority’s policies, procedures, rules and regulations.
PHYSICAL DEMANDS
The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Additionally, the following physical abilities are required:
- Fingering: picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
- Hearing: sufficient to perceive the nature of sounds at normal speaking levels with or without correction; ability to receive detailed information through oral communication, and to make the discrimination in sound.
- Mental Acuity: sufficient to make rational decisions through sound logic and deductive processes.
- Talking: sufficient to express or exchange ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
- Visual Acuity: sufficient to observe violations of codes, to effectively operate standard office equipment; ability to read and write reports, correspondence, instructions, drawings, etc.; and to operate motor vehicles and/or heavy equipment, by both day and night.
WORK ENVIRONMENT
Work is performed in an office environment. The noise level in the work environment is usually moderate.

This position works in-person at the Douglasville-Douglas County Water and Sewer Authority's administrative headquarters located at 8763 Hospital Drive in Douglasville, Georgia. Working hours are 7:30 a.m. to 5:30 p.m., Monday through Friday, with every other Friday off.
Salary : $68,247 - $95,545
