Douglas County Community Development is seeking a dependable and conscientious professional who works well independently while still remaining a collaborative team member to fill the current vacancy for a Civil Engineering Plans Examiner. By providing engineering duties in the review and inspection of proposed development plans and projects, the position plays a key role in helping the Engineering division to achieve its objectives in promoting the health, safety, and general welfare of the public. The right candidate will be an excellent communicator with strong time management skills who can consistently meet deadlines and deliver high quality work.

Primary Objectives

Performs intermediate work providing engineering duties related to the design and construction of new development projects; leading and performing reviews of plans and inspecting projects; collecting and presenting data and preparing reports; providing information and advice to the public and staff; performs related tasks as apparent or assigned.


This is a safety sensitive position and is subject to random and pre-employment drug and alcohol screening.

  1. Conducts reviews of plans, cost estimates and reports for development projects; ensures adequacy and conformance to applicable codes and regulations; coordinates efforts with other staff and outside agencies; administers permits and change orders.
  2. Performs field inspections to ensure proper construction management; performs final inspections with contractor; prepares correction punch lists.
  3. Performs field review of proposed development sites to identify issues and requirements for proposed development.
  4. Reviews proposed development plans, traffic, and title reports and provides engineering conditions/recommendations to County staff to prepare presentations for Planning Commission, Board of County Commissioners, and Administrative Hearing Panel meetings.
  5. Reviews utilities and landscape/irrigation plans for residential and commercial projects; prepares connection permits.
  6. Responds to inquiries from property owners, developers, real estate agents, engineers, surveyors, contractors and County staff in regard to existing properties and proposed development projects; reviews citizen complaints, performs research and responds in a timely manner.
  7. Reviews projects, title reports and legal descriptions associated with the division of land; reviews certificates of amendments to the recorded plats.
  8. Administers permit files; purges files for scanning; prepares Notices of Completion; prepares Excel spreadsheets for capital assets to be capitalized and forward to Finance Department.
  9. Reviews and provides feedback on proposed revisions to existing ordinances and design standards.
  10. Uses County vehicle to perform various tasks related to job duties.
  11. Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public. 
  12. Contributes effectively to the accomplishment of team or work unit goals, objectives, and activities.
MINIMUM QUALIFICATIONS
  • Bachelor's degree in civil engineering or related field and a minimum of two (2) years of experience interpreting maps, plans, reports and specifications, graphs and statistical data; OR an equivalent combination of education, training and experience.
CERTIFICATIONS/LICENSES
  • Valid Driver's License

  • This work requires the occasional exertion of up to 25 pounds of force.

  • Work has standard vision requirements; vocal communication is required for expressing ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels.
  • Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities.
  • Work is generally in a moderately noisy location (e.g. business office, light traffic).
  • Work occasionally requires exposure to outdoor weather conditions.
