The Position

Incumbent works under the direction of the Chief Administrative Officer (“CAO”) or designee, overseeing County Juvenile Services (e.g., Youth Center, Juvenile Assessment Center) and overseeing the County Board’s juvenile justice reform efforts in collaboration with public and private agencies and members of the community.

Essential Functions

  • Provide oversight of juvenile services functions under the direct authority of the Douglas County Board of Commissioners.
  • Establish and maintain effective work relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, and the public.
  • Comply with Civil Service Rules, collective bargaining agreements, County policies, department policies and laws to create a cooperative, safe, respectful and quality work environment.
  • Supervise assigned staff (e.g., hiring, interviewing, orienting, coaching, monitoring, evaluating, completing personnel actions).
  • Serve as liaison between the CAO and the Corrections Director on matters relating to the Department of Corrections.
  • Assist the CAO on various issues, and represent the CAO at various meetings and functions.
  • Provide advice and guidance to the CAO and County Board on criminal justice and juvenile services related matters.
  • Collaborate with the Douglas County District and County Courts, Douglas County Separate Juvenile Court, Adult and Juvenile Probation, County Attorney, Public Defender, and other criminal justice and juvenile justice/juvenile services stakeholders.
  • Work with the CAO, County Board and County lobbyist developing and proposing legislation to support the County Board’s efforts in matters relating to criminal justice and juvenile justice/juvenile services.
  • Develop and promote programs aligning with available community services and activities.
  • Partner with the Grants Specialist, formulate grant proposals to federal, state and local public and private funding sources supporting criminal justice and juvenile justice/juvenile services initiatives and ensure consistency across County department submissions.
  • Oversee the County’s juvenile justice/juvenile services program development and grant compliance and seek appropriate funding for services and capital improvements.
  • Prepare and deliver periodic status reports.
  • Oversee the development of relevant in-service training programs maintaining and increasing the skills of assigned staff.
  • Maintain job knowledge and skills (e.g., webinars, seminars, conferences, meetings, research, continuing education).
  • Safely operate a motor vehicle when required to travel on County business.
  • Report to assigned work location with regular, consistent attendance.
  • Perform other duties as assigned and directed.


Education And Work Experience And Other Requirements

  • Bachelor’s degree from an accredited college or university in Criminal Justice, Public Administration, or related field required.*
  • Doctorate or Master's degree preferred.
  • Seven (7) years of senior management experience in a public safety, criminal justice or juvenile services-related setting required.*
  • Four (4) years of supervisory experience required.
  • Extensive experience with juvenile justice reform efforts preferred.
  • Experience with the grant writing and grants management process preferred.
  • Valid driver’s license upon hire and maintained throughout employment required.
  • Completion of a pre-employment criminal record check and conditional offer drug screen required.
  • *Equivalent combination of education and work experience may be substituted for requirements on a year-for-year basis.

  • Work is generally performed in an office setting. Noise level is usually moderate. Work hours are typically standard day-shift hours; however, work hours may vary (e.g., evenings, weekends, holidays, extra hours, emergency call-in). Work may be stressful when dealing with time constraints, multiple/changing priorities, limited resources, crisis situations, and uncooperative/irate individuals.
  • Work requires some physical activity, including extended periods of sitting, standing, frequent walking, reaching, carrying, and occasional climbing, balancing, kneeling, and bending. Work also requires the ability to frequently lift and/or carry objects weighing up to 10 pounds and occasionally up to 25 pounds.
  • Required sensory abilities include vision, hearing and touch. Visual abilities, correctable to normal ranges, include close, distance and color vision, depth perception, and the ability to adjust focus. Communication abilities include the ability to talk and hear within normal ranges. Incumbent must possess the hand-eye coordination and manual dexterity necessary to operate computers and other equipment.
