What are the responsibilities and job description for the Purchasing Specialist position at Douglas County (NE)?
Incumbent works under the direction of the Purchasing Agent or designee, performing purchasing administrative duties, assisting with accounts payable and coordinating office operations of the Purchasing Department.
- Answer, screen, and direct calls, taking messages and providing information (e.g. purchase order status, purchasing policies and procedures) and referring complex questions to subject matter experts.
- Establish and maintain effective work relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, and the public.
- Comply with Civil Service policies and regulations, collective bargaining agreements, County policies, department policies and laws to create a cooperative, safe, respectful and quality work environment.
- Receive, review, and verify purchase orders and reconcile discrepancies obtaining approval and remitting payment.
- Consult with vendors reconciling discrepancies, requesting invoices, credits, and other information.
- Receive, review, and convert requisitions into purchase orders.
- Prepare and maintain various records (e.g. correspondence, invoices, reports).
- Assist Buyer and/or Assistant Purchasing Agent with billings for departments and inventory accounts.
- Assist in training of new employees.
- Report to work with regular, consistent attendance.
- Perform other duties as assigned and directed.
- High school diploma or equivalent required.*
- Two (2) years of purchasing, accounts payable/receivable or administrative experience required.*
- One (1) year of MSOffice experience required.
- Experience in a purchasing environment preferred.
- Completion of a pre-employment criminal record check and conditional offer drug screen required.

- Work is generally performed in an office setting. Noise level is usually moderate. - Required sensory abilities include vision, hearing and touch. Visual abilities, correctable to normal ranges, include close, distance, color and peripheral vision, depth perception, and the ability to adjust focus. Communication abilities include the ability to talk and hear within normal ranges. Incumbent must possess the hand-eye coordination and manual dexterity necessary to operate computers and other equipment.
