What are the responsibilities and job description for the Educational and Vocational Services Supervisor position at Douglas County (NE)?
Incumbent works under the direction of the Rehabilitative Services Administrator or designee, supervising the Educational and Vocational Services staff and providing adult education and vocation curriculum content to inmates.
- Oversee education and vocational services including curriculum development.
- Supervise and direct Educational and Vocational Specialists work activities (e.g. monitoring, planning, coaching, counseling).
- Establish and maintain effective working relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, and the public.
- Comply and ensure staff compliance with Civil Service policies and regulations, collective bargaining agreements, County policies, Correction's policies and procedures, and laws to create a cooperative, safe, respectful and quality work environment.
- Perform management administrative function (e.g. selection, training, scheduling, performance appraisals, disciplinary action).
- Encourage a culture of staff wellness, teamwork, accountability and support optimizing staff satisfaction, effectiveness and retention.
- Register and orient eligible new students.
- Complete individual assessments of each student's abilities upon enrollment conducting various standardized tests and techniques for special educational service needs and create Individual Education Plans (IEPs) accordingly.
- Plan, develop, and implement group and individual student curriculums ranging from remedial to college level.
- Coordinate student testing with proctor and facility schedule.
- Assist students in acquiring effective study skills and developing academic self-confidence.
- Oversee various community based service-learning programs designed to teach students to apply academic skills.
- Adapt and apply instructional methods and technologies supporting and facilitating educational development.
- Select teaching materials and methods best adapted to student needs, and provide one-on-one lessons as appropriate.
- Assess, evaluate and document student progress and determine potential for further educational advancement.
- Compile monthly and annual reports.
- Supervise student conduct while in the classroom ensuring control and discipline in strict adherence to Correction's rules and regulations.
- Advise designated staff of rule violations by inmates.
- Train or assist with training (e.g. new staff, volunteers, tutors, interns and practicum students).
- Plan and develop schedules for teachers, tutors and volunteers to meet the needs of the students.
- Identify and select appropriate instructional materials to meet the variety and diversity of the inmate scholastic needs.
- Recommend educational program expenditures for inclusion in the annual budget.
- Participate in professional development keeping current on educational developments and enhancing skills.
- Remain knowledgeable of local, state and federal guidelines.
- Review, prepare and recommend for approval new/modified department policies and procedures.
- Assist with training and staff development functions.
- Review, investigate and respond to inmate grievances or complaints regarding educational/vocational programs.
- Safely operate a motor vehicle when required to travel on County business.
- Report to work with regular, consistent attendance.
- Perform other duties as assigned and directed.
- Bachelor's Degree in Education, Psychology, Social Work, or Human Services required.*
- Three (3) years of teaching experience required; experience teaching adults preferred.
- Must possess and maintain a valid driver's license and own mode of transportation at the time of hire and throughout employment.
- Completion of a pre-employment criminal background check and post-offer drug screen.
- *Equivalent education beyond a bachelor's degree may be substituted for up to one year of the experience requirement.

- Work is performed in a classroom setting of a secure correctional facility. Work is generally performed during standard dayshift hours; however, work assignment may vary (e.g. evenings, weekends, holidays). Noise level is usually moderate to moderately loud. Work involves potential exposure to biohazards and infectious materials. Work may be stressful when dealing with time constraints, competing priorities, limited resources, and irate/abusive inmates and their family members.
- Work requires some physical activity including extended periods of sitting and standing, frequent walking, carrying and climbing stairs, and occasional balancing, kneeling, bending, reaching and stooping. An incumbent must have the ability to frequently lift/carry objects weighing up to 10 pounds and occasionally up to 25 pounds.
- Required sensory abilities include vision, hearing and touch. Visual abilities correctable to normal ranges include close, distance and color vision, the ability to adjust focus, and the ability to adjust focus. Communication abilities include the ability to talk and hear within normal ranges. An incumbent must possess the hand-eye coordination and manual dexterity necessary to operate computers and other equipment.
