What are the responsibilities and job description for the Supervisory General Engineer (Operations (OPS) Supervisor) - DIRECT HIRE position at DOT, PIPELINE AND HAZARDOUS MATERIALS SAFETY ADMIN?
This position is located in the Pipeline and Hazardous Materials Safety Administration, Office of Pipeline Safety (OPS). OPS works to achieve this mission through inspection, investigation and enforcement activities as well as other types of oversight and guidance. The Director and the Accident Investigation Division (AID) play an important role in evaluating pipeline and Liquefied Natural Gas (LNG) accidents/incidents and sharing lessons learned to continuously improve safety.
Qualifications:
To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet the education and specialized experience requirements.
To qualify for the GS-14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
- Experience leading a team or managing technical personnel.
- Experience analyzing policies in order to resolve problems, draw conclusions, and develop recommendations to improve program operations, program effectiveness, and to meet program objectives.
- Experience utilizing and exploring the principles of risk management and pipeline integrity principles and practices in order to determine critical environmental safety impacts.
- Experience conducting and overseeing investigations, data analysis and case development.

Responsibilities:
As a Supervisory General Engineer, you will:
- Lead on-site inspections and conduct investigations of pipeline facilities involved in major accidents or failures. Provide direction and coordination to the organization or state teams assigned to pipeline accidents.
- Apply and interpret Federal regulations and monitoring requirements to the design, construction, maintenance and operation of natural gas and hazardous liquid pipeline systems or operators.
- Develop and recommend to the Director initiative and strategies for implementation at the local and national level to address identified pipeline safety, transportation, and environmental problems.
- Serve as Operations Supervisor, supervise staff to help accomplish the major duties and responsibilities of the Division. Plan, assign work, evaluate performance of subordinates; interview candidates and make recommendations for appointment, promotion, or reassignments; effect minor disciplinary measures; and identify developmental and training needs of employees.
- Develop alternatives and present findings in written reports or in meetings.
This position is perfect for an experienced Senior General Engineer who is looking for challenging assignments. As an Operations Supervisor for the Division, you will exercise direction over the activities of staff to promote, implement, and administer the pipeline safety program of PHMSA. This position will place emphasis on the identification and dissemination of lessons learned through data analysis and accident investigations. It will require you to ensure that the division operates as a highly effective link with Regions and Headquarters, while participating with the Director in establishing and executing national policy and initiatives. As a supervisor, you will be responsible for furthering the goals by taking positive steps to support the accomplishment of objectives and by adhering to nondiscriminatory employment practices in all areas under your supervision.
