The Office of Port Infrastructure Development is seeking a Supervisory General Engineer to provide expert technical leadership and administrative oversight. This role is critical in advancing safety, efficiency, and resilience of our nation’s marine transportation systems, including ports and docks. 

Qualifications:

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet the specialized experience requirements.

To qualify for the GS-14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience including: engineering training; applying concepts and principles to planning, design and construction and transportation-related construction projects.
  • Experience in leadership and management, including work leading and coaching teams and performance management.
  • Experience in strategic planning, program and project management and verbal and written communications.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

The Supervisory General Engineer:

  • Leads employees involved in the review, assessment, and management of marine infrastructure development projects that are subject to federal oversight. Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and timeframe.
  • Provides senior level advice relative to civil engineering. Applies a wide range of concepts, laws, policies, practices, analytical and diagnostic methods and techniques. 
  • Provides recommendations and advice in the planning and design process, and engineering management services for design and construction projects. Prepares reports and maintain records of work accomplishments and administrative information as required, and coordinate the preparation, presentation, and communication of work-related information to the supervisor. 
  • Provides guidance and oversight of the planning, designing, constructing, evaluating, inspecting, maintaining, and operating of projects and programs involving aid and grants. 
  • Provides management and oversight of projects conducted through contracts, grants, and/or cooperative agreements related to port infrastructure.
